Minutes of Board Meeting held December 17, 2007

I. CALL TO ORDER (3:05 p.m.)
1.1 Pledge of Allegiance
Chair Douglas Westfall led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Douglas Westfall, Trustee Nancy Collins, Trustee Paul Hughes, and
Vice Chair Jonell Schlund
Absent: Trustee Mark Clemens
Staff Present: Library Services Director Nora Jacob and Admin Assistant Jan Reichert
1.3 Adoption of Agenda
Vice Chair Schlund moved to approve the agenda as presented; Trustee Collins seconded
the motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee Collins moved to approve the minutes of November 19, 2007 as presented; Vice
Chair Schlund seconded the motion, and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for December 2007
Library Director Nora Jacob reported that she and the Library Workflow Team had finalized the
“Library Services and Impact Report: The New Orange Public Library & History Center, First
Six Months – May-October 2007.” This analysis will be presented to City Manager John Sibley
and his staff later in the month. Board of Trustees members will be receiving the report later in
this meeting, with discussion to follow in January ’08.
2.2 Financial Report for December 2007

III. BOARD REPORTS
3.1 Report from Chair Westfall
Chair Westfall reported on an opportunity to acquire San Francisco earthquake and fire pictures
for Orange Public Library. There are over 10,000 + pictures of the great SF earthquake and fire.
Ms. Jacob asked him to get in touch with her for follow-up.
3.2 Report from Foundation Liaison (Ms. Jacob reported for Jonell Schlund)
Ms. Jacob sadly reported on the recent death of OPL Foundation Board Member Betty Belden
Palmer a few days earlier. A memorial service will be held at St. John’s Lutheran Church in
Orange on Dec. 19 at 2 p.m. In addition, OPL Foundation Board Members Bridget Ambriz,
Mike Carver, and Marsha Zembower will move from the Foundation’s Board of Directors to its
Advisory Board. Ms. Jacob noted that the Foundation is closing out a very successful 2007
fundraising year.
3.3 Reports from Trustees
Vice Chair Schlund expressed concern with OPL’s practice of using a patron’s birth date for
public computer log-on (as the form of ID) because of the possibility of identity fraud and
security scams. She asked whether another form of ID could be used, such as a phone number,
instead of a birth date. Ms. Jacob will ask Technology & Support Services Supervisor Angela
Scherer to attend the next meeting to explain this technological function and to discuss whether
another form of ID is possible.
IV. OLD BUSINESS
4.1 Model Policy on Responding to Demands for Library Records
Ms. Jacob reported that the policy is being reviewed by the City Attorney’s Office. It will be
brought back to next month’s meeting for action.
V. NEW BUSINESS
5.1 Six-Month Status Report on the Orange Public Library & History Center
In introducing this report, Ms. Jacob noted that it reflected significant work by the Library
Workflow Team and herself. She asked the Trustees to read it carefully and to bring any
questions to next month’s Board meeting, where it will be discussed.
5.2 Discussion per Trustee Paul Hughes: Possible Alternative Means of Paying Fines
This agenda item came about from an email from Trustee Paul Hughes regarding possible
alternative means to pay fines. Trustee Hughes suggested consideration of allowing patrons to
volunteer hours or perhaps to donate canned goods (based on how much they owe) to pay off
their fines. Ms. Jacob reported that for FY06-07, Orange Public Library had $77,000 worth of
fines and that this reflects a noteworthy piece of revenue for the City. Further discussion and
recommendations by the Board will be discussed at next month’s meeting.

VI. ANNOUNCEMENTS

reopening on Wednesday, Jan. 2.
o Main Library CLOSED Dec. 24-25; OPEN Dec. 26-28 from 10 a.m. to 6 p.m.; CLOSED
Dec. 29, Dec. 31, Jan. 1 – reopening on Wednesday, Jan. 2.
o Premiere of filmed interviews with Cypress Street Barrio residents – Tuesday, January 15,
2008, 7 p.m. at Orange Public Library & History Center.

VIII. ADJOURNMENT
Vice Chair Schlund moved, and Trustee Collins seconded the motion to adjourn the meeting
at 4:10 p.m. The motion carried unanimously. The next meeting will be held on Monday,
January 28, 3 p.m. in the Staff Conference Room, Orange Public Library & History Center.
