05-16-2005 LBOT MINUTES - APPROVED CITY OF ORANGE LIBRARY SERVICES DEPARTMENT ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Board Meeting held May 16, 2005 El Modena Branch Library Community Room I. CALL TO ORDER 1.1 Pledge of Allegiance Trustee Clemens led the Pledge of Allegiance. 1.2 Roll Call Trustees Present: Chair Douglas Westfall, Vice Chair Jonell Schlund, Trustee Mark Clemens, and Trustee Nancy Collins Staff Present: Library Services Director Nora Jacob, Library Services Manager Yolanda Moreno, Senior Librarian Rosanne Miller, and Administrative Secretary Jan Reichert 1.3 Adoption of Agenda Vice Chair Schlund moved to adopt the agenda as presented. Trustee Collins seconded the motion, and it carried unanimously. 1.4 Approval of Minutes Trustee Collins moved to approve the minutes of the regular meeting held April 18, 2005 as presented. Vice Chair Schlund seconded the motion, and it carried unanimously. II. LIBRAY DIRECTOR’S REPORT 2.1 Monthly Report for April/May 2005 The written report will be in next month’s Board packet. Director Jacob apologized and noted that this is a very hectic time for Library staff because of the impending closure of the Main Library and groundbreaking for the expansion. 2.2 Financial Report for April 2005 Director Jacob reported that the Library is on track with its expenditures. III. BOARD REPORTS 3.1 Report from Chair Westfall No report. CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Board Meeting Held May 16, 2005 Page 2 3.2 Report from Foundation Liasion Ms. Schlund reported a net profit of $62,000+ from the Library Foundation’s “Orange Crate Cabaret” gala. The Special Events Committee is considering the cabaret as an annual event. In addition, Kim Nichols is the new president of the Foundation. Two new Board of Directors have been appointed: Bridget Ambriz and Pat Buttress. Ms. Schlund encouraged Board Members to attend the Groundbreaking Ceremony on Saturday, May 21 at the Main Library. The Foundation continues to work on securing corporate sponsors. 3.3 Reports from Trustees Trustee Collins suggested selling the remaining plastic hard hats for $5 apiece at the Groundbreaking Ceremony, and giving one each to dignitaries, donors, and City Council. This will be handled, with proceeds going to the Library Foundation. Trustee Clemens reported on his tour of the Mission Viejo Library. He passed around a copy of the library floor plan and technology brochure. IV. OLD BUSINESS 4.1 Update, Main Library Expansion 4.1.1 Award of construction contract Director Jacob reported that the City Council approved award of the construction contract to Woodcliff Corp. They also authorized an additional $2.2 million needed for the Main Library expansion project. 4.1.2 Increase of project’s budget to $18.8 million The additional $2.2 million due to increased construction costs pushed the total project’s budget to $18.8 million, Ms. Jacob noted. 4.1.3 Plans for public closure of Main Library The time is fast approaching for closure of the Main Library and impending move. Signs have been posted and publicity has been ongoing. A news release with the expanded branch hours has been publicized. Director Jacob encouraged the Board to come at the end of the day on May 28 – the final day of public service -- to say “thank you” to public and staff. 4.1.4 Status of bids for moving company services Ms. Jacob reported that three bids were received, with Penn Corporate Relocation Services as the low bidder. Award of this contract to the moving company is calendared for the May 24 City Council meeting. 4.1.5 Status of RFP for automated materials handling system & RFID Seven proposals were received and evaluated, Library Manager Yolanda Moreno reported. All came in very high in cost. The next step will be to have consultant Dick Boss review the proposals and winnow them down to three finalists. CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Board Meeting Held May 16, 2005 Page 3 4.1.6 Pre-construction meeting set for May 17 The kickoff meeting of the Main Library construction team will occur on May 17, Director Jacob noted. Attendees will include the contractor, utilities representatives, City staff, and the project manager. 4.1.7 New street address for expanded Main Library & History Center Ms. Jacob noted that 407 East Chapman Avenue has been selected (through a staff contest) as the new street address for the expanded building, once it re-opens after construction. This was also the street address for Orange’s original Carnegie Library. 4.2 Update, Groundbreaking Ceremony on May 21 Director Jacob reported that Linda Springer from the Office of Library Construction in Sacramento will be attending the Groundbreaking Ceremony, as will other local dignitaries. Additionally, Mel Slavick has created awesome special effects which include a special shovel – the scooper part is an open book. All Board Members were urged to attend. V. NEW BUSINESS None. VI. ANNOUNCEMENTS ¾ Sat., May 14, 9 – 10 a.m. @ Main Library: Open House for Main Library’s neighbors to provide info about the expansion plans. ¾ Sat., May 21, 11 a.m. @ Main Library: GROUNDBREAKING! ¾ Sat., June 4 (10 a.m. – 5:30 p.m.) & Sun., June 5 (12 – 5:30 p.m.) @ Main Library: “Shades of Orange” photo project, presented collaboratively with Chapman University and Orange Barrio Historical Society. VII. PUBLIC COMMENT None. VIII. ADJOURNMENT Vice Chair Schlund moved, and Trustee Collins seconded, to adjourn the meeting. The motion carried unanimously, and the meeting adjourned at 3:55 p.m. The next meeting will be held on Monday, June 13, 2005 at 3:00 p.m., at 230 E. Chapman Avenue, Orange, in the Technical Services conference room (basement). The building is on the southwest corner of Chapman & Grand. There is 3-hour parking in the lot next to the building. If you are unable to find a parking space in the 3-hour lot, then travel south on Grand to the next parking lot on your right. Enter the building and go up to the counter and ask one of the public service clerks to buzz you in downstairs.
