11-15-2004 LBOT MINUTES - APPROVED CITY OF ORANGE LIBRARY SERVICES DEPARTMENT ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Minutes of Board Meeting held November 15, 2004 Main Library Community Room I. CALL TO ORDER 1.1 Pledge of Allegiance Trustee Clemens led the Pledge of Allegiance. 1.2 Roll Call Trustees Present: Chair Douglas Westfall, Vice Chair Jonell Schlund, Trustee Nancy Collins and Trustee Mark Clemens Trustees Absent: Trustee Karen Herrera Staff Present: Library Services Manager Yolanda Moreno, Senior Librarian Rosanne Miller, and Administrative Secretary Jan Reichert 1.3 Adoption of Agenda Trustee Collins moved to adopt the agenda as presented. Vice Chair Schlund seconded the motion, and it carried unanimously. 1.4 Approval of Minutes Trustee Clemens moved to approve the minutes of the regular meeting held October 18, 2004 as presented. Trustee Collins seconded the motion and it carried unanimously. II. LIBRARY SERVICES DIRECTOR’S REPORT 2.1 Monthly Report for October 2004 In the absence of Director Nora Jacob, Library Services Manager Yolanda Moreno reported on another successful month for the library. Several significant milestones were reached: the State Office of Library Construction’s final approval of our 100 percent completed design plans for the Main Library expansion; and approval of the “30-day checklist” with SIRSI Corporation, vendor of our new online catalog. Trustee Clemens commented about the library reference statistics (reference staff logged 616 reference questions answered using online sources) and the great benefit this is to library patrons. 2.2 Financial Report for October 2004 The Library is on track with expenditures so far in FY 2004-05. BOARD REPORTS 3.1 Report from Chair Westfall Chair Westfall will be meeting with the husband of Barbara Blackman of First American Title next week to look over photos that Mr. Blackman might have for the library. Chair Westfall reported that he will be writing an article of historical significance for every issue of the Orange Progress henceforth. His first article appeared in the Fall 2004 issue, titled Orange on the Move, about the City of Orange’s long history of moving buildings. 3.2 Report from Foundation Liaison Ms. Schlund reported that the Foundation continues to roll along with its campaign to raise $4M for the Main Library expansion campaign. Its next big fundraiser will be the Orange Crate Cabaret gala on Saturday evening, April 9 at Chapman University. She also reminded Trustees about the Holiday Reception on Sunday, Dec. 5, from 2:00 to 3:30 p.m. at the Main Library. 3.3 Reports from Trustees Trustee Collins reported that independent homeschooling organizations and parents of homeschoolers have been invited to the “Homeschool Help” presentation on Tuesday, Nov. 16, from 7 to 8 p.m. at the Main Library. She also reported that money has been donated to help underwrite the “mini-hardhat” idea. She will make 120 hardhats to be given out at the Jan. 22, 2005, Community Open House at Main Library for neighbors of the expansion project. IV. OLD BUSINESS 4.1 Update, Main Library Expansion • City Council authorization to bid: October 26 • Bid advertising began: October 28 • Pre-bid job walkthrough: November 17 • Children’s Services & Finance staff will relocate: December 6-10 • Bids due & to be opened: December 16 • Council selection of General Contractor: January 11 ‘05 • Community Open House: January 22 ’05, 9-10 a.m. • Groundbreaking: February 5 ’05, 11 a.m. 4.2 Update, E-Books Library Information Systems Coordinator Angela Scherer reported that electronic books (known as “e-books”) will be available to patrons as of the 1st week of February 2005. We will start with 200 titles, to include a mix of fiction and non-fiction. In December, the e-books will be loaded into an OPL server for testing. Once the e-books become available, patrons will be able to logon from within the library and browse them for up to 15 minutes. E-books can also be checked out. Each will have a two-week checkout period, and patrons can download with an expiration date. Next steps: Staff will develop detailed instructions for staff and public; write a policy; develop PR materials; and train staff. A suggestion was made to heavily promote this at the Groundbreaking and for Valentine’s Day in February, 2005. NEW BUSINESS 5.1 Proposed Policy on Test Proctoring Ms. Moreno presented a policy draft, initiated by the reference librarian team, to allow staff to proctor written tests and examinations desired by members of the public. This proposal has also been cleared in advance with the City Attorney’s Office. Vice Chair Schlund made a motion to accept the Orange Public Library Test Proctoring Policy as presented; Trustee Clemens seconded the motion, and it carried unanimously. VI. PUBLIC COMMENT None. VIII. ADJOURNMENT Trustee Clemens moved, and Trustee Collins seconded, to adjourn the meeting.
