Minutes of Board Meeting held May 17, 2004
El Modena Branch Library Community Room
I. CALL TO ORDER
1.1 Pledge of Allegiance
The meeting was called to order at 3 p.m. Chair Westfall led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Douglas Westfall, Trustee Mark Clemens, Trustee Nancy Collins,
and Trustee Karen Herrera
Trustees Absent: Vice Chair Jonell E. Schlund
Staff Present: Library Services Director Nora Jacob, Library Manager Yolanda Moreno,
Senior Librarian Rosanne Miller, and Administrative Secretary Jan
Reichert
1.3 Adoption of Agenda
Director Jacob asked to move item 4.1.1 (under “Main Library Expansion”) to beginning of
Director’s Report. Trustee Collins moved to adopt the agenda as corrected. Trustee Clemens
seconded the motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee Clemens moved to approve the minutes of the regular meeting held April 19, 2004, as
presented. Trustee Collins seconded the motion, and it carried unanimously.
II. LIBRARY SERVICES DIRECTOR’S REPORT
4.1.1 Unveiling of scale model of Giving Tree, Children’s Program Room & Homework
Center, developed by Mel Slavick
Board members were shown a scale model of the “Giving Tree” donor recognition developed by
sculptor Mel Slavick for the Library Foundation, along with designs for customized citrus crate
labels (small and large) that will offer additional recognition opportunities. Related pricing
information was also presented: A leaf will cost $150; an orange, $500; a small crate, $2,500;
and a large crate, $5,000. There are nine crate label designs to choose from, all based on
originals actually used in Orange. Crates with the different labels on them will sit below the
Giving Tree, near the Children’s Program Room and Homework Center in the expanded Main
Library. Director Jacob added that this scale model will be taken to City Council briefings in
mid-June.

2.1 Monthly Report for April 2004
The written report was reviewed. Director Jacob noted another very busy month for the library.
Major highlights included Sirsi hardware/software to arrive on May 17; also, Personnel has
allowed us to fill our part-time positions.
2.2 Financial Report for April 2004
Director Jacob reported that because we are understaffed, we are below anticipated expenditures
on our budget. Staff is in the process of finalizing an end-of-year “wish list” and will order as
money allows.
III. BOARD REPORTS
3.1 Report from Chair Westfall
Chair Westfall reported that he would be writing an article for the bimonthly Plaza Review. He
also suggested putting an article in the Orange Progress regarding the new name for the library
(e.g., Orange Public Library & History Center). Chair Westfall has been in contact with an
individual who found possible historical items at the site of the Santa Ana Freeway
reconstruction, and has verbally agreed to donate those to the library. It’s possible these items
are from the 1846 Mexican-American War.
3.2 Report from Foundation Liaison
Director Jacob reported for Ms. Schlund that the Foundation is moving forward with several
events: “Ice Cream Social” on Monday, June 21 and “History on the Move” party on Saturday,
July 31. Any Board members who wish to donate a unique prize for the opportunity drawing for
the “History on the Move” party should let Ms. Jacob or Ms. Schlund know. The Hon. Gaddi
Vasquez has been approached to be the MC for this event. Additionally, the OPL Giving Tree
and crate labels will be unveiled. Ms. Jacob further reported that two new members have been
added to the Board of Directors: Ms. Charlene Baldwin of Chapman University and Ms.
Kristine Smith of The Block at Orange.
3.3 Reports from Trustees
Trustee Collins has started working on a special “thank you” for Main Library neighbors on
Center Street. She is researching where to purchase hard hats, stickers, and candy. This should
all come together and take place at the time of groundbreaking in January ’05. Trustee Collins
added that she and her husband would donate an opportunity drawing once a month so neighbors
could have a chance to win Baskin & Robbins gift certificates ($10). She continues to promote
and get the word out on home-schoolers’ awareness of library resources.
Trustee Herrera attended the Volunteer Recognition Program on Tuesday, May 11.
Trustee Clemens reported on his recent trip to the Library of Congress.

IV. OLD BUSINESS
4.1 Update, Main Library Expansion
4.1.2 Presentation of color and materials samples
Samples of the colors and materials for the Children’s Program Room and the R.J. Noble
Young Adult Room were shown to Board members. The group agreed that the colors
were a little tame for the Young Adult Room and suggested that LPA look at more
“lively” colors. They were in agreement that colors and materials for the other areas of
the library will give it a “timeless, historic look.”
4.1.3 Edwards House relocation
Demolition of the Edwards House is in progress. A picture of the garage being
demolished will be in the OC Register on May 18, Ms. Jacob reported. Adult Services
staff has been relocated to the Main Library and Technical Services basements. A
complete renovation of Main’s basement was completed prior to staff moving there. The
Friends of the Library designed a plan for their move, and the library coordinated it. The
Library Foundation will hold an “Ice Cream Social” on the day of the Edwards House
move (Monday, June 21, 8 p.m.). Trustee Collins said she is “band mom” for a band that
might be willing to play for this event; she will check on their availability.
4.1.4 Friends of the Library book sorting & sales
A 26-foot storage container for Friends’ book sorting and storage of donated books is
now in place in the parking lot across the street from the Main Library. Additionally, the
Friends’ book drops have been relocated to the same area. Booksales are only taking
place at the branch libraries until further notice.
4.1.5 Historic Civic Center Fountain
Director Jacob reported that the fountain is still in the process of being renovated, and
that a Historic Resources Consultant has been hired to assist with overseeing this project.
4.1.6 Next steps
Director Jacob reported that we are close to the 90 percent submittal for MLEP
documents. The design team will review for a month, then submit plans to the State.
V. NEW BUSINESS
5.1 Global Languages Materials Grant Application
Director Jacob reported that Children’s Services Librarian Irma Morales volunteered to write an
LSTA grant application for this $10,000 grant, which “is to provide informational and
recreational materials to newcomers to America in their native languages to assist them in more
fully participating in California and American society.” Notification of grant awards will take
place in June.

5.2 Review of policy and practice concerning disruptive patron behavior
Director Jacob reported that in a course of two weeks we have been challenged with several
disruptive patrons. The Police Department is very supportive of our plight and staff is phoning
the police if we feel threatened or uncomfortable. Assistant City Attorney Gary Sheatz spoke
with the Workflow team recently on how best to handle disruptive patrons and the steps for
getting a “no trespassing” order against a patron. These steps include understanding that this is a
gradual process; the importance of specific and detailed documentation on each incident; and
working with police and attorneys. Mr. Sheatz had reiterated that the library is a public place,
open to all, as far as case law is concerned.

VIII. ADJOURNMENT
Trustee Clemens moved, and Trustee Collins seconded, to adjourn the meeting. The motion
carried unanimously, and the meeting adjourned at 4:30 p.m. The next meeting will be held on
Monday, June 21, 2004, at 3:00 p.m. in the El Modena Branch Library community room.
