I. CALL TO ORDER (3:15 p.m.)
1.1 Pledge of Allegiance
Chair Collins led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Nancy Collins, Vice Chair Jonell Schlund, Trustee
Marianne Hugo, and Trustee Patricia VanVoorst

1.3 Adoption of Agenda
Vice Chair Schlund moved to adopt the agenda as presented; Trustee Hugo
seconded the motion, and it carried unanimously.
1.4 Approval of Minutes
Vice Chair Schlund moved to approve the minutes of the April 19, 2010 meeting
as presented; Trustee Hugo seconded the motion and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for April 2010
Library Director Moreno gave a verbal report:
• Non-safety union voted to accept the City deal of a 2 percent raise and a 5
percent furlough effective July 1, 2010. The library proposes to close the
library the Friday’s that the City is currently closed. Library Director
Moreno will work out the logistics of this with Human Resources on
Tuesday, May 18. Negotiations are still going on with both the Fire and PD
Unions.
• Another budget session on Thursday, May 27 to continue working on
bringing down the deficit. Should all unions agree to the furlough then the

deficit would be down to $4.3M. The City Council would then need to
decide if it will use the list of additional budget cuts offered by Department
Heads or use General Reserve funds to pay down this deficit.
• “Shades of Orange: El Modena Collection” program will be Wednesday,
May 26, 6-8 p.m. at the El Modena Branch Library.
Senior Library Manager/YA and Adult Services Crary gave a verbal report:
• A variety of YA programs to appeal to teen girls and boys are being offered
at the library – weekly craft programs, weekly teen book club discussions,
and a “How to Make a Smoothie” class in the summer. The Teen Summer
Reading Program will kick off on Saturday, June 19 with a host of fun
programs.
• Four Adult Programs will be offered. The dates and times for these programs
are listed under “Announcements.”
Senior Library Manager Miller/Children’s & Branch Services gave a verbal report:
• Summer Reading Program, “Make a Splash- READ!”, is June 19-August 14.
Teen Club of Orange (Community Services Department teen daycare kids)
will present weekly craft programs, “Manic Mondays!” for 1st-6th graders
starting Monday, June 21, and Teen Volunteers will be hosting a variety of
programs. The Homework Center will be closed during the summer.
• The big kick-off for the Summer Reading Program on June 19 will include
the Bubba Gump Shrimp mascot who will give out prizes to the kids, a
“River Otter Circus Puppet Show” in the morning and “Fiesta in Mexico” in
the afternoon. Additionally, the Friends of the Library will be hosting an all-
day book sale.
• Deadline for the Fall issue of Our Orange magazine is next week so staff is
currently working on booking presenters for the programs that will be
offered in this issue. Money was received from the Library Foundation for
children’s and teens’ books and programs. This donation will get the library
through at least two years’ of children’s and teens’ programs.
• Major programs for Halloween and Christmas will only be at the Main
Library. Staff will also participate in the City’s “Treats in the Street” event
in October. Chair Collins offered to bake cookies for the Christmas program
and let the kids decorate them. Trustee VanVoorst mentioned that she has a
Kiwanis connection for a “Santa Claus” and will find out if he would be
available for the Christmas program.
• Branch Libraries will continue to offer their free weekly programs such as
Morning Storytimes, “Paws to Read! Read to a Dog,” and “Reading
ROCKS! (Reaches Orange City Kids).”
2.2 Financial Report for April 2010
The library is on target because the library is only purchasing what is absolutely
needed and not what we would like to have. Each section is monitoring its budget
closely to stay on target.

III. BOARD REPORTS
3.1 Report from Chair
Chair Collins talked about her cooking class for preschool kids held on Thursday,
May 13, 10:30 a.m. in the Main Library community room. She said it was a lot of
fun, which was evident in the large number in attendance, and she thoroughly enjoyed
herself. She received lots of positive comments from both kids and parents. The
kids made apple berry salsa, and had graham crackers and cream cheese. Chair
Collins added that as part of the program she includes talks to the kids about safe,
clean and healthy cooking. She thanked the staff for allowing her to offer this class to
kids.
3.2 Report from Orange Public Library Foundation Liaison (OPLF)
Library Director Moreno reported that the Foundation will be giving the library
$92,900. The breakdown of this donation is: $9,400 to purchase children’s books;
$6,000 for teens’ and children’s programs; and $77,500 for library materials,
programs, technology and facilities in the years’ ahead. She will speak with OPLF
Executive Chair Nora Jacob about a more detailed explanation for the distribution of
the $77,500. The $92,900 is proceeds from the Gala that was on Saturday, April 24.
Senior Library Manager Crary attended the OPLF Executive Board meeting on
Monday, May 10 on behalf of Library Director Moreno. She reported that the Gala
was a huge success. Board Member and Social Chair Priscilla Selman suggested that
the Gala be held in September instead of April because the weather would be
warmer. Board Member Doug Willits reported that the mobile home in Huntington
Beach is still for sale and the price has been lowered to $49,000. The Board
discussed the garden and the potential donor who would like to have input on what
goes in it. Library Director Moreno added that staff has some concerns on what has
been proposed in the garden. These concerns were presented to OPLF Executive
Chair Jacob to share with Board Members. Library Director Moreno also stated that
she has been given direction by the City that if the garden is renovated it should be
low maintenance. She will talk with OPLF Executive Chair Jacob to find out the
Boards comments about staff concerns and try to come up with a feasible plan for the
garden. Once this happens, Library Director Moreno will bring this forward to the
Trustees for input and feedback.
Library Director Moreno reported that the $92,900 will be given to the library at the
June 8th City Council meeting, and OPLF will also present $50,000 to the City
toward the Capital Campaign. She added that the library receives interest from a
$50,000 Endowment for Local History setup by the Warne Family Foundation
approximately five years ago. An interest amount of $3,000 is available and she will
suggest to OPLF Executive Director Jacob to give this money at the June 8th City
Council meeting when all the other monies are given. Library Director Moreno
stated that the $3,000 would pay for the purchase of yearbooks for Local History
over the next three years.

OPLF will present a letter to City Council at the June 8th meeting requesting
permission again to use City public parking lots as a fundraiser for the Foundation.
3.3 Reports from Trustees
Trustee VanVoorst will have a report on her vision for the library and what she would
like to accomplish at the June 21 meeting. She added that a long time friend, Rick
Martinez, is interested in volunteering at the library. He is nearing retirement, loves
the library and would like to give back to his community. Trustee VanVoorst told him
about the OPLF and Library Board of Trustees. Chair Collins added that there are
currently two candidates for the vacant Trustee position and Mayor Cavecche and
City Council will be making an appointment soon. If Mr. Martinez is interested in
the Library Board of Trustees he will need to pick up an application at the City
Clerk’s office as soon as possible. Trustee VanVoorst will pass this information
along to him.
IV. OLD BUSINESS
4.1 Participation in July 3rd Event
Library Director Moreno received the information for participation in the July 3rd
event and discussed with the board. Each group will be provided with a 10x10 space
and will need to provide its tables, chairs, fire extinguisher, event signage and
canopy (fire-retardant). There is no charge for an information-only booth. She did
speak with Friends of the Library President Kathleen Ford who indicated that the
Friends would also like to participate in this event. Trustees were all in agreement to
participate in this event. Discussion involved what they would like to have at the
booth - information and handouts about the library, upcoming library events, and
give-a-ways. Library Director Moreno stated that at the last meeting there was
discussion on having a giant wheel participants would spin to win prizes. Trustee
Hugo mentioned that she has a giant wheel and a large, gold basket with a handle
that the library could borrow for this event. For the large, gold basket participants
write their name on a piece of paper, place it in the basket, then the volunteer at the
booth would spin the basket and draw the winning name. Trustee Hugo added that
she will work on getting some items donated for the give-a-ways. She also stated
that she would be available to help with setup of the booth. The library has a
tablecloth with the library logo on it that can be used at the event (this could serve as
the signage).
There is a mandatory meeting that all participating groups must attend Tuesday, June
15, 6 p.m. at the Community Services Department conference room. Library
Director Moreno will ask Friends of the Library Kathleen Ford if she can attend this
meeting. If she cannot, Trustee VanVoorst volunteered to attend the meeting.
Information from the meeting will be brought back to the June 21 Library Board of
Trustees meeting.

There are still more details to work out for this event and coordinating with the
Friends of the Library on what they want to display in the booth. This will be placed
on the June 21 agenda for further discussion.
4.2 ALTAFF (The Association of Library Trustees, Advocates, Friends and
Foundations) Membership
Library Director Moreno emailed the newsletter to each of the Trustees to look over
and decide if they want to join. She added that the Friends are already members so if
Trustees want to join they will need to do so as a separate affiliate. Each affiliate
will receive a generic login for the Trustee Zone which can be shared with the board
members each of whom can log in and read the PDF version of the newsletter and
access other online resources. Vice Chair Schlund recommends that the Trustees
join ALTAFF for a year, then revaluate to see if we wish to continue with another
year. All Trustees were in agreement to try it for a year. Library Director Moreno
will work with Executive Assistant Reichert on registration.

VIII. ADJOURNMENT
Vice Chair Schlund moved, and Trustee VanVoorst seconded the motion to
adjourn the meeting at 4:30 p.m. The motion carried unanimously. The next
meeting will be held on Monday, June 21, 3 p.m. in the Staff Conference Room,
