I. CALL TO ORDER (3:10 p.m.)
1.1 Pledge of Allegiance
Chair Collins led the Pledge of Allegiance.
1.2 Roll Call

Staff Present: Library Services Director Yolanda Moreno, and Senior

1.3 Adoption of Agenda
Vice Chair Schlund moved to approve the agenda as presented; Trustee Hugo
seconded the motion, and it carried unanimously.
1.4 Approval of Minutes
Vice Chair Schlund moved to approve the minutes of the February 22, 2010
meeting as presented; Trustee Hugo seconded the motion and it carried
unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for February 2010
Library Director Moreno gave a verbal report:
• As of Saturday, April 17 Taft and El Modena Branch Libraries closed to the
public due to staffing shortages and the budget. Staff from both branch
libraries will be deployed to Main Library.
• The City deficit ($11.2M) is top priority. Still on the table for consideration
by City Council is furlough and closing both branch libraries. If all the
bargaining units agree to the furlough the monies saved would go toward the

deficit. Additionally, closing one or both of the branch libraries is still a
possibility.
• The Library continues to hold children’s and YA programs with the help of
volunteers. Both branch libraries have reduced to one storytime each. This
was effective when the branch libraries closed on Saturdays.
• The first Orange Leadership Academy (OLA) class of 24 students graduated
and a special celebration and reception was held on Tuesday, April 13. OLA
was the brainchild of the Department Heads for employees who recently
moved into supervisory positions or positions in an acting capacity. It was a
10 week program where employees learned official training “the Orange
way” and how the City runs. The library had four students – Damitri Boone,
Linda Cundiff, Deniss Moreno and Irma Morales. Director Moreno said that
the hope is to continue the program in the fall.
• During National Library Week (April 12-17) library staff had a Take a Break
at the Library on Thursday, April 15, 8:30-9:30 a.m. It was open to City
employees to stop and enjoy Starbucks coffee, pastries, and fruit. We gave a
special Library Hero Award to City Staff Member Greg Warren for his
support of the library in the way of give-a-ways for our special events. There
were also tables set up with a display of children’s books that represented
every City Department. Additionally, the Friends of the Library had several
tables with “the very best of the Friends” books for sale. They made $40 in
one hour.
2.2 Financial Report for February 2010
The library is on target because the library is only purchasing what is absolutely
needed and not what we would like to have. Each section is monitoring its budget
closely to stay on target. Director Moreno added that another Library Page will be
leaving in May to attend college fulltime, and the library Finance Clerk will be
retiring in September. Both positions will not be filled. Director Moreno added
that the library is cross-training staff to help out at public service desks when needed.
Chair Collins asked how we will cover vacations with the staff-shortage. Director
Moreno stated that the library does have sub money that can be used to call in subs
as needed. With the benefit of cross-training staff when help is needed at a public
service desk the supervisor who needs the help will check with one of the other
supervisors to ask for assistance. If there is no staff member available to assist then
the supervisor will get a sub.
III. BOARD REPORTS
3.1 Report from Chair - Vision
Chair Collins stated that the Library Board of Trustees would be more effective as a
team to get things accomplished if we know what each member’s strengths are and
what she can bring to the table. She added that what she can bring to the team is her
enthusiasm, love of the library, and she is a go-getter. Each Board Member was
asked to give her vision of the library and what she would like to offer.

• Vice Chair Schlund – Her vision is to continue on the Orange Public Library
Foundation (OPLF); as a member of the Children’s Garden taskforce her
vision is to help with a plan for the space, implement the plan and finally open
the Children’s Garden to the public; and continue to support staff and the
library during these economic bad times.
• Trustee Hugo – She has a lot of contacts in the community and is very good at
securing donations and would be happy to help with getting donations for the
Summer Reading Club (SRC) or other library programs/events; offer to do
outreach for the library by manning booths at various community events; and
assist with children’s programs.
Chair Collins thanked the Trustees for their input and asked them to continue to think
of ideas to promote the library.
3.2 Report from Orange Public Library Foundation Liaison
Vice Chair Schlund reported that the focus at the April 12 meeting was the upcoming
Legacy Gala that will be supporting the library. The Gala is Saturday, April 24 at
the estate of Mike and Brenda Carver. The dinner menu will offer a firecracker
garden salad, sizzling coconut lime shrimp, bahama beef skewers, rice pilaf,
vegetables, breadsticks and mini tarts for dessert. There will be a live auction with
the following donations:
• “Play Ball” (4 tickets to Los Angeles Angels game);
• Suite at the Los Angeles Angels game for 12;
• Orange PD and tour for six, which includes dinner at the Orange PD
headquarters;
• Sixty minute helicopter tour of Orange County with Dan Jensen;
• “Stars on Ice” suite at the Honda Center for 12;
• Orange Firefighters BBQ;
• Thirty minute drive with Mike Carver in a classic car;
• “Walking with the Dinosaurs” suite at the Honda Center for 12; and
• Irvine Ranch conservancy hike and lunch for 12.
In addition, there will be a number of gift baskets available through the purchase of
tickets. Vice Chair Schlund gave each Trustee a copy of the Legacy Brochure that
has information on different naming opportunities at the library and statistics on
library services. All the proceeds from the opportunity baskets will go to the library
for children’s and teens’ books and programs. The OPLF committee voted to give a
minimum of $6,000, but hope to raise more for the library. Director Moreno added
that this $6,000 would get the library through at least two years’ of children’s and
teens’ programs. She added that the four people who are being honored at the
Legacy Gala were selected by a committee. The four honorees are – Chapman
University, Mark & Vicki Murphy, The Rotary Clubs, and Mike and Brenda Carver.

3.3 Reports from Trustees
The Trustees were in agreement to man a booth at the City of Orange July 3rd event.
This year the event will be on Saturday. This will be on the agenda for the May
meeting.
IV. OLD BUSINESS
4.1 Survey For the Local Community
Director Moreno stated that this is a carryover from last month. She had met with
Chair Collins and talked about putting together a survey for the local community on
the type of programs they would like to see at the library. She spoke with Sr. Library
Manager Crary about this survey and the library is ready to move forward with it.
She is asking Trustees to email Sr. Library Manager Crary
(kcrary@cityoforange.org) your ideas on what types of programs should be included
on the survey. Discussion involved how to promote the survey such as on the library
website, Internet – before a patron signs off the computer there would be a link to the
survey, suggestion boxes at each of the libraries, and handouts at the City’s Concert
in the Park at Hart Park and July3rd event. This will be on the June 21 agenda for
further discussion.
V. NEW BUSINESS
5.1 ACTION, Proposed Revision to Homework Center Policy
(Adopted by Library Board of Trustees on December 18, 2006)
Sr. Library Manager Miller stated that there are a couple additions to the Homework
Center Policy. First, the homework center is now being staffed with volunteers so
language was added to reflect this. Secondly, the homework center may be used for
parents/responsible adults and students during the hours it is not open. The parent or
responsible adult and child must sign in must have a valid library card in good
standing. Everything else in the policy remains the same. Vice Chair Schlund
made a motion to approve the revised policy as presented; Trustee Hugo
seconded the motion and it carried unanimously.
5.2 ACTION, Proposed Revision to Library Rules of Conduct
(Adopted by Library Board of Trustees on June 26, 2006)
Sr. Library Manager Crary stated that current Library Rules of Conduct policy and
the Library Rules of Conduct brochure displayed for the public did not have the same
language. She added that Adult Reference Librarian Kurt Keesling attended a
workshop conducted by attorney’s that talked about library Rules of Conduct and the
language that should be used in the policy. Information obtained from this meeting
led to the revision of the current Library Rules of Conduct. The revised policy
includes more modernized language. Vice Chair Schlund made a motion to
approve the revised policy as presented; Trustee Hugo seconded the motion and
it carried unanimously.

5.3 Art Display at the Library
Sr. Library Manager Crary presented some artwork by Larry Atkins (husband of
former retired Librarian Lorna Atkins) that he wishes to display at the Main Library
in the area across from the Customer Service desk. Mr. Atkins is a photographer
whose pictures from his travels around the world have been published in several
publications such as Astronomy magazine. The Board was unanimous in allowing
Mr. Atkins to display his artwork at the Main Library for two months.

Sr. Library Manager Miller announced that the library is partnering with the Teen Club
from the Department of Community Services to offer “Manic Mondays!”craft programs
for 1st to 6th graders. The first class will be Monday, June 21, 2-3 p.m. She also
announced that a Girl Scout who needs to earn her Gold Award will be offering
Creative Writing seminars for 4th-6th graders and 13-17-year olds, bi-weekly starting in
July.
Library Director Moreno talked with Chair Collins about an organization called
ALTAFF (The Association of Library Trustees, Advocates, Friends and Foundations)

and if the Trustees would like to join. She added that the membership fee is $65 which
is the same as the cost for membership for CALTAC (California Association of Library
Trustees and Commissioners). A newsletter for ALTAFF membership is included as
part of the $65 and Chair Collins asked to see the newsletter before making a decision to
join. Director Moreno does have the newsletter in electronic format so she will email it
to each of the Trustees. This will be on the agenda next month for consideration. She
will also talk with Kathleen Ford, President of the Friends, about joining this
organization. She added that this is a newly formed organization, which is a division of
ALA (American Library Association), and might be worth joining.

Vice Chair Schlund moved, and Trustee Hugo seconded the motion to adjourn the
meeting at 4:10 p.m. The motion carried unanimously. The next meeting will be
held on Monday, May 17, 3 p.m. in the Salter Annex Room, Taft Branch Library, 740
E. Taft Avenue, Orange 92865.
