CALL TO ORDER (3:10 p.m.) 1.1 Pledge of Allegiance Chair Douglas Westfall led the Pledge of Allegiance. 1.2 Roll Call Trustees Present: Chair Douglas Westfall, Vice Chair Jonell Schlund, Trustee, Trustee Marianne Hugo and Trustee Patricia VanVoorst Absent: Trustee Nancy Collins Staff Present: Library Services Director Yolanda Moreno, Senior Library Manager Rosanne Miller, and Executive Assistant Jan Reichert 1.3 Adoption of Agenda Library Services Director Yolanda Moreno asked to move Roman Numeral V, New Business before Roman Numeral II, Library Director’s Report. Trustee VanVoorst moved to approve the agenda as corrected; Vice Chair Schlund seconded the motion, and it carried unanimously. 1.4 Approval of Minutes Trustee VanVoorst moved to approve the minutes of the November 16, 2009 meeting as presented; Vice Chair Schlund seconded the motion, and it carried unanimously. V. NEW BUSINESS 5.1 Presentation by Vandana Rao – request to exhibit her artwork at the Orange Public Library & History Center, Main Library For the benefit of the two new Trustees, Library Director Moreno explained the library policy on displaying artwork at the library. The artwork usually is local or historical in nature and if it is not the artist is asked to bring his or her artwork to a meeting of the Library Board of Trustees for approval. Library Director Moreno introduced Vandana Rao, and her daughter, who is here today to show her artwork and her daughter’s artwork that she would like to display at the Orange Public Library & History Center, Main Library. Ms. Rao was born in India and moved to the United States about 22 years ago and resides in the City of Orange. She has been painting since she was six and her daughter, who is six, has been painting since she was three. She mentioned her website and passed around business cards with this information. Most of her paintings are CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES January 25, 2010 Page 2 large, about eight feet long, mixed media, mostly oils, philosophical in nature in which she fuses her culture with other cultures. She brought some of her smaller and colorful pieces which she passed around, and some of her daughter’s pieces that she would like to display at the Main Library as well. The Trustees were in agreement that the artwork of both Ms. Rao and her daughter would be appropriate to display at the Main Library in the space across from the customer service desk. Ms. Rao will contact Executive Assistant Reichert next week to make arrangements for hanging the displays. II. LIBRARY DIRECTOR’S REPORT Library Director Moreno introduced Technology Library Assistant Jack Tsuruda who took pictures of each Board Member for the Library’s webpage, Library Supporters. Trustee Collins was absent so arrangements will be made to take her picture at another time. Pictures of Board Members will not be on the website until all Board Member pictures have been taken. 2.1 Monthly Report for December 2009 and January 2010 Library Director Moreno gave a verbal report: • The big event for December was the Children’s Santa program. It was at all three libraries, and there were 500+ kids total in attendance. • Library Director Moreno and Adult Services Librarian Kurt Keesling gave tours of the library facility and its resources and services to a group of Orange Rotarians. • The monthly Family Game night has been very successful and well-attended by about 30 families. A patron who came to one of the game nights and has always enjoyed board games offered to contact company’s he deals with for donations of board games. From his contacts the library received $1,000 worth of board games. • A Game Daze for Teens is hosted bi-monthly on Tuesday’s at the Main Library with WII games such as guitar hero and rock band. • A four-session workshop on writing and autobiography started January 13 with Introduction & Major Events in Your Life. For this first class 30 were registered and 17 attended the workshop. The workshops are conducted by Local History Librarian Lizeth Ramirez in the Main Library community room. • Trustee Collins hosted a Mommy and Me cooking class for pre-schoolers on Thursday, January 21. She had 25 for the first session ad 20 for the second session. Trustee Collins has generously offered to donate the supplies for these quarterly cooking classes. • Monday Mysteries @ the Library start today, January 25 and the first book discussed with be Faceless Killers by Hanning Mankell. Three more book discussions will follow on subsequent Monday’s. • For this current fiscal year the City is looking for an additional $3M so the City Manager asked all departments to come up with programs and activities that could be cut. As a result of these cuts the departments’ total savings is $350,000. The library cuts were the Summer Reading Club programs and steam cleaning the sidewalks (reduced to monthly), which resulted in $8,950 to give back to the City. When this was presented to City Council, the mayor did not want to see the Summer Reading Club programs cut so she suggested that the library ask its support groups for money. Library Director Moreno approached both groups and while the Friends of the Library have committed to $7,000, the Orange Public Library Foundation is asking if $6,000 for the Summer Reading Club programs can come out of the $50,000 that they have already given to the City. In the interim, Library Director Moreno reported that the mayor attended a YMCA event and John and Leilani Martin gave a check for $2,000, Mr. Sony Nguyen, whose children attended the Summer Reading Club program donated $2,000, and the Friends of the Library donated $7,000. With these three donations the library will be able to continue the Summer Reading Club programs. • The budget for FY2011-12 was due to the City last week and the library presentation is scheduled for Monday, February 1, 4 p.m. • The library was closed on Monday, January 18 for Staff Development Day. This day was chosen because it’s Martin Luther King holiday for most places and most people think the library is closed. It was mandatory for all part-time (unless school or other part-time job interfered) and full-time staff. The full day included continental breakfast, boxed lunches provided by Corner Bakery, customer service and staff morale training by Community Services Director Marie Knight, workshops, fun activities and prizes. The library would like to hold a Staff Development Day every two years so the next one is scheduled for 2012. The money for Staff Development Day was generously donated by the Friends of the Library. 2.2 Financial Report for December 2009 The library is on target because the library is only purchasing what is absolutely needed and not what we would like to have. Each section is monitoring its budget closely to stay on target. III. BOARD REPORTS 3.1 Report from Chair Westfall Chair Westfall announced his retirement effective this meeting. He added that with the economic downturn his business, The Paragon Agency, is suffering so he needs to focus all his efforts right now on bringing in more business. He thanked the Board Members and the library for the pleasure of serving on the Library Board of Trustees for 13 years. A new chair will be appointed at the February 22 meeting. 3.2 Report from Orange Public Library Foundation Liaison Foundation Liaison Schlund reported that each Trustee received a copy of the Foundation newsletter in its board packet. The Legacy Gala is Saturday, April 24 at the Villa del Cerro, the Mike and Brenda Carver estate. There will be gift baskets and silent auction items to bid on. The Legacy Gala has three honorees – Chapman University, Rotary Clubs of Orange (3), and Mark & Vickie Murphy. It was reported that the Foundation received $50,000 in underwriting for the Legacy Gala from the Carvers, and JMI Developer. The 2009 audit of the books is done. At the end of 2009, a mobile home was donated to the Foundation and it is up for sale. A committee of three Board members was put together to discuss plans and ideas for the space in the Children’s Garden. The first meeting was cancelled so a second meeting will be rescheduled soon. CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES January 25, 2010 Page 4 3.3 Reports from Trustees Trustee Hugo reported that one of the perks for being on the Library Board of Trustees was she received wrist bands for the City’s Tree Lighting Ceremony. She was very excited to receive these wrist bands because she got front row seats for the program. IV. OLD BUSINESS 4.1 ACTION, Programming Policy (Proposed to the Orange Public Library Board of Trustees, November 16, 2009; brought back to the January 25, 2010 meeting for adoption) Copies of the draft Programming Policy were passed out to Board Members. This draft was first brought to Board Members at the November 16, 2009 meeting for adoption. Board Members asked that the wording in the last paragraph of the policy be changed for better clarification. The wording has been changed and the policy is brought back to Board Members for adoption. Board Members – Chair Westfall had to recuse himself because of a potential conflict of interest – were in agreement with the changed wording. Trustee Hugo moved to adopt the policy as presented; Trustee VanVoorst seconded the motion and it carried unanimously. VI. ANNOUNCEMENTS ¾ Reading ROCKS! Get a Disney Day.” volunteer program that started January 1, 2010. The Disney program encourages people to sign up for a volunteer activity at more than 70,000 nonprofit agencies that need their help and celebrates the good work of volunteers by giving each of them one-day admission to a theme park at Disneyland Resort or Walt Disney World Resort, free. This promotion ends on December 15, 2010. The Orange Public Library is one of the agencies that volunteers can choose. Because volunteers 16 and older must be drug screened and finger printed the library is requiring volunteers to commit to 30-hrs over a six month period. It would not be worth the time to invest in a volunteer that only wants to complete his or her volunteer hours in a month or less. Library Board of Trustees are volunteers so Executive Assistant Reichert gave each one instructions on how to register on the Disney website to start accumulating hours. She added that if you do not want a Disney day pass, you can donate it to another organization. Library staff is looking into if volunteers do not want a Disney day pass can it be donated to the library to be used as a prize for Summer Reading Club or some other library program. Library Director Moreno announced Senior Library Clerk Jennie Sloan had a baby. The baby was not due until the end of January but the baby arrived on Saturday, January 9. She is not returning to work so Lending Services will be down another position. Vice Chair Schlund asked if we could meet at the branch libraries for the March and April meetings. Executive Assistant Reichert will ask Taft Branch Library Manager Damitri Boone to reserve the Salter Annex Room for the March 15 meeting. VII. PUBLIC COMMENT None VIII. ADJOURNMENT Vice Chair Schlund moved, and Trustee Collins seconded the motion to adjourn the meeting at 4:10 p.m. The motion carried unanimously.
