I. CALL TO ORDER (3:10 p.m.)
1.1 Pledge of Allegiance
Chair Collins led the Pledge of Allegiance.
1.2 Roll Call
Trustees Present: Chair Nancy Collins, Vice Chair Jonell Schlund, Trustee Steven
Freeman, Trustee Marianne Hugo and Trustee Patricia VanVoorst
Staff Present: Library Services Director Yolanda Moreno, Acting Assistant Library
Services Director Rosanne Miller, and Executive Assistant Jan Reichert
1.3 Adoption of Agenda
Trustee VanVoorst moved to adopt the agenda as presented; Trustee Freeman seconded the
motion, and it carried unanimously.
1.4 Approval of Minutes
Trustee VanVoorst moved to approve the minutes of the November 15, 2010 meeting as
presented; Trustee Hugo seconded the motion and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for December 2010
Library Services Director Moreno gave a verbal report:
• Effective Monday, January 3, 2011 the library will have new hours: Monday-
Wednesday, 11 a.m. to 8 p.m.; Thursday-Saturday, 10 a.m. to 6 p.m. (unchanged).
The Library Management Team made the decision to change the hours based on the
shortage of staff and hours needed to cover the public service desks for two shifts.
Changing the hours Monday-Wednesday, 11 a.m. to 8 p.m. allows the library to cover
one shift as opposed to two, gives Main Library more staff to cover the desks, and
makes scheduling the public service desks more manageable. Additionally, changing
the hours at Main is more effective than closing a branch library because Main is only
losing 6 hours as opposed to closing a branch and losing 21 hours.
• El Modena and Taft Branch Libraries close their Reference Desks for one hour during
the dinner hour. A sign is posted at the desk and should assistance be needed during
that hour the patron can contact the Main Library Reference Desk and speak with a

Librarian. By doing this the library eliminates the need to send a staff member from
the Main Library to the branch library for that one hour.
• The Library Wish List was given to the Friends at their meeting today, and will be
given to the OPLF at their meeting tonight. There are 13 items on the Library Wish
List such as money for adult programming, Summer Reading Club paperbacks, Staff
Development & Employee Recognition, and Early Literacy Station. The total dollar
amount for all items on the Wish List is approximately $26K.
• Orange County Library Association (OCLA) approached Orange County libraries
regarding a fundraising project called “Linking Libraries to Help Haiti.” This
endeavor will allow OC library users and staff the opportunity to donate 25 cents for a
fabric link on which to write their name. The chain of support and donated money
will be sent to the devastated library of Centre Culturel Pyepoudre in Port-au-Prince.
OCLA’s goal is to raise at least $500, modest but significant in Haiti. OCLA will
provide each participating library all materials to be used in this fundraiser, and are
responsible for all follow-up with the donated money and its accounting. The four
week fundraiser kicks off on January 12th, the first anniversary of the earthquake.
Eight public libraries at 18 locations (Orange Public Library is one), two academic
libraries, and one private elementary school library are participating. Collection cans,
pieces of fabric and flyer about this fundraiser will be at Main Library Customer
Service Desk, Children’s Services Desk, and at each of the branch libraries.
• The Children’s Santa Program was a success. El Modena Branch Library had 200+ in
attendance; Main Library had 500+ in attendance; Taft Library’s Santa Program is
tonight. Library Services Director Moreno thanked Trustee VanVoorst who put the
library in contact with the Santa for all three libraries.
• On Tuesday, December 7th, Jim Doti, President of Chapman University, did a book
signing and reading of his book, A Christmas Adventure in Little Italy, in the Steve
Ambriz Storytime Room.
• California State Library is promoting a Pitch an Idea before writing and submitting a
grant. This allows libraries to pitch an idea first, and then the State Library will let the
library know if this is a good enough idea to submit for a grant. Assistant Library
Services Director Miller suggested that the library “pitch an idea” to convert the
library’s 200+ Reel-to-Reel, 16 millimeter films, and tapes to DVD. The films contain
historic library and city programs that currently cannot be viewed because the library
does not have the device to read these films. The idea was submitted by the deadline
(today at 4 p.m.). The library is asking for $29,500. A conference call with a
representative from the State Library, Library Services Director Moreno, Local
History Librarian Lizeth Ramirez, and Acting Senior Library Manager Irma Morales
will take place soon to discuss the idea in more detail.
• OPL hosted a Southern California Library Cooperative (SCLC) Orange County
Library Director’s Meeting today, 11:30 a.m. to share ideas and see what other
libraries are doing. These meetings will be held quarterly at various OC Libraries.
• The Children’s Garden Guidelines will be presented and discussed at the OPLF
meeting tonight. The ultimate goal is for staff and OPLF to come up with a mutually
appropriate design plan for the Children’s Garden.

2.2 Financial Report for November 2010
Received and filed. The library is on target and continues to watch closely what is spent and
only purchasing what is needed.
III. BOARD REPORTS
3.1 Report from Chair
Chair Collins reported that she spoke with Friends of the Library President Kathleen Ford who
will be stepping down when her term expires December 31. Chair Collins will meet with
Kathleen Ford on Wednesday, Dec. 15 and hopefully find out who will be the next president of
the Friends. The next Quarterly Meeting with Library Board of Trustees (Chair Collins),
OPLF (Kim Nichols) and Friends of the Library (new president) is scheduled for Tuesday,
January 11, 2011, 11 a.m. at the Orange Public Library. She added that two City Council
members approached her to let her know that they are excited about what is happening at the
library, pleased that everything is going as good as it is, and very pleased with the Library
Board. The two City Council Members asked Chair Collins to keep them informed of
upcoming happenings at the library, and to thank each of the Board Members for their time
and service to the library.
3.2 Report from Orange Public Library Foundation Liaison (OPLF)
No report as the board will meet tonight. OPLF Liaison Jonell Schlund reminded Trustees of
the 2011 Gala will be at Los Angeles Angels Diamond Club, Saturday, March 12, $75 per
person.
3.3 Reports from Trustees
No report.
IV. OLD BUSINESS
4.1 Community Service Results
Library Services Director Moreno reported the three week survey netted 287 surveys, which
is a good response in this short period of time. The age range with the highest percent was
31-50 with 64 percent. The programs that had the highest interest level were Book
Discussions (64.3 percent), Concerts/Music and Cooking (55 percent), and Travel (42.4
percent). This survey was on survey monkey and we received over 200 surveys. We only
pulled the 1st 100 surveys as these were free. There is a fee of $200+ for pulling 100+
surveys. Staff will focus on those programs that received the highest percentage, and then
focus on those programs with the next highest percentage. Chair Collins added that the
survey results are two-fold – it tells the library the type of programs and events the public
want and it lets the public know that the library is listening.
4.2 ACTION – Adoption of the Policy: Art Display, Exhibits, Displays & Distribution of Free
Materials
Library Services Director Moreno stated that Trustees at the last meeting asked if the Art
Display and Exhibits, Displays & Distribution of Free Materials policies could be combined

into one policy. Staff revised each of the policies, incorporated the changes recommended by
the Trustees, then combined them.
Trustee VanVoorst moved to adopt the Policy: Art Display, Exhibits, Displays &
Distribution of Free Materials as presented; Vice Chair Schlund seconded the motion,
and it carried unanimously.

proceeds of the Tree Lighting Ceremony that was on Sunday, Dec. 5.

Trustee Van Voorst moved, and Vice Chair Schlund seconded the motion to adjourn the
meeting at 4:05 p.m. The motion carried unanimously. The next meeting will be held on
