I. CALL TO ORDER (3:05 p.m.)
1.1 Pledge of Allegiance
Chair Collins led the Pledge of Allegiance.
1.2 Roll Call

Freeman, Trustee Marianne Hugo and Trustee Patricia

1.3 Adoption of Agenda
Vice Chair Schlund moved to adopt the agenda as presented; Trustee VanVoorst
seconded the motion, and it carried unanimously.
1.4 Approval of Minutes
Vice Chair Schlund moved to approve the minutes of the September 20, 2010 meeting
as presented; Trustee VanVoorst seconded the motion and it carried unanimously.
II. LIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for October 2010
Library Director Moreno gave a verbal report:
• The Friends of the Library Breezeway Booksale on Tuesday, Sept. 21 and the
Sidewalk Booksale on Saturday, Oct. 23 were financially successful. Both events
netted approximately $700.
• The Friends of the Library and Library Board of Trustees will host a booth at the
City’s Treats in the Streets event on Thursday, October 28. There will be
volunteers from each group at the booth giving candy and prizes to all the
children that stop by. Library Services Director Moreno thanked Board Members
for donating two large bags of candy each to this event.

• National Friends of the Library Week is October 18-23. On Saturday, October
23, the Friends are having a potluck in the Main Library community room, 3:30
p.m.. There will be live music, good food, gift baskets and great prizes in honor
of all their volunteers. The Library Management Team contributed money to
purchase two gift cards to PJ’s Abbey restaurant in Orange to raffle off at the
event. This was the Management Teams opportunity to show support and
appreciation to the Friends for all that they do for the library. Library Services
Director Moreno will stop by as well as several other library staff. She added
that Board Members have also been invited to this event.
• Library staff is working on a Wish List to be presented to the Friends of the
Library. Once finalized the Wish List will be shared with Board Members to see
what staff is asking for, and also will be shared with the OPLF. One of the items
on the Wish List is new furniture for the computer room at the El Modena Branch
Library.
• The library continues to have staffing issues with two staff on medical leave
(Senior Library Manager Rosanne Miller and Library Technical Support
Supervisor Angela Scherer) and with the recent retirement of Senior Library
Manager Kitty Crary. Senior Library Manager Miller is expected back on
Thursday, October 21 and Library Technical Support Supervisor Scherer is
expected back mid-November. Meantime, staff has fallen a little behind schedule
in getting things accomplished in a timely manner but will continue to do the best
they can. The Community Survey and Survey Monkey are moving forward.
Changes have been made and a new timeline will be set. Library Services
Director Moreno will email Board Members with the new launch dates. She
added that she is working with Human Resources Department on a new staffing
plan. Until such a plan is in effect, Library Manager Irma Morales will
temporarily be in charge of Adult and Branch Services.
• As was told at last month’s meeting, Finance Clerk Lew Stedman retired on
September 28. Although we cannot fill this position we did get approval to allow
Alternate Library Clerk Julie McWhorter to work 19-hours a week. She will take
over as Finance Clerk reporting to Executive Assistant Reichert. Her primary
duties will be financial-based but she will assist with other duties in Library
Admin.
• Staff Picks are on display at the New Book area. We have bookmarks and the
information is on the library website. Board Members have been invited to
suggest a “Staff Picks” and can email them to Adult Services Librarian Andrea
Vasquez at avasquez@cityoforange.org.
• Visually impaired equipment is now available at the Main Library. The
Valentine family donated the machine that will magnify printed materials. The
Friends of the Library provided money to purchase software that will allow the
visually impaired patron to increase the font size. This equipment has been
setup in the Literacy office on the 2nd floor. Publicity will be going out soon to
promote this library service.
• There was an article in the OC Register on Sunday, Oct. 17 about the library’s
“Books with a Beat” program that was held on Thursday, Oct. 14 at the Main
Library.

• SAT Practice Test (grades 9-12), Saturday, October 23, 10 a.m.-2 p.m. at the
Main Library.
• The Halloween Spooktacular! (for all ages), Saturday, October 30, 2-4 p.m. at the
Main Library. There will be face painting, crafts and lots of fun activities for the
entire family.
• Monday Mysteries continue at the library on Monday, October 25, 2 p.m. at the
Main Library. The genre will be Science Fiction.
• The Employee Recognition Program was revised and the new theme is “You are
an Essential Piece of the Puzzle.” Each quarter the library will honor a particular
job classification. The 1st quarter we honored Library Pages. Library Page
Valerie Chan was recognized as the library’s 1st Quarter Employee of the Quarter
at the All-Staff meeting Thursday, October 7. There were 36 nominees for nine
different Library Pages. Valerie received an “Essential Piece of the Puzzle” lapel
pin, a $25 gift card, and a letter was sent to her family acknowledging this award.
Her picture will be on a plaque on display at the Customer Service desk. The 2nd
Quarter Employee of the Quarter will be Library Clerks.
2.2 Financial Report for September 2010
Received and filed. We are 25 percent spent which is where we should be. Library
Services Director Moreno added that some of the items are over because the money is
encumbered. The library continues to watch closely what is spent and only purchasing
what is needed.
III. BOARD REPORTS
3.1 Report from Chair
Chair Collins reported that she is meeting quarterly with Kim Nichols, OPLF President
and Kathleen Ford, Friends of the Library President. At these meetings the groups share
ideas on what each is doing and how to better serve the library. OPLF President Nichols
will email copies of its monthly meetings to Chair Collins to share with Trustees. Chair
Collins reported that the last meeting, Tuesday, October 12, was very productive. She
added that the role of the Trustees is to be the liaison between the Library and the
Community and to support the Friends of the Library and the OPLF in their fundraising
efforts to raise money for the library. She reiterated that it’s their efforts that directly
impact how the library serves the community.
3.2 Report from Orange Public Library Foundation Liaison (OPLF)
OPLF Liaison Jonell Schlund reported that she does not have a report as the meeting is
today at 5:30 p.m. She will have a detailed reported at the November 15 meeting.
3.3 Reports from Trustees
Trustee Freeman reported that he went to the Friends of the Library City Hall Breezeway
Booksale on Tuesday, Sept. 21 and spent time talking with the Friends volunteers.
Trustee Hugo reported that Anaheim Public Library is experiencing the same economic
challenges as the Orange Public Library and that there could possibly be more cuts and
layoffs.

IV. OLD BUSINESS
4.1 City of Orange Treats in the Street Event
Schedules for the booth are as follows:
Chair Collins – 4-5:30 p.m.
Trustee Freeman – 4-7 p.m.
Trustee Hugo – 5:15 to 7 p.m.
Trustee Van Voorst – 5-6 p.m. (working the Kiwanis booth as well)
Trustee Hugo will attend the mandatory booth meeting on Tuesday, October 19. She
will contact Chair Collins with all the info from the meeting. Chair Collins will setup
the booth. Ann Marie of the Friends of the Library will also volunteer at the booth
along with two Teen Volunteers. Chair Collins encouraged Trustees to wear some type
of costume. Each Trustee donated two large bags of candy and the Orange Public
Library Foundation will donate candy too. Each child who visits the booth will spin
the giant wheel and get candy, stickers, Friends of the Library coupons, or a coloring
sheet.
4.2 REVIEW– Discussion of Policy: Exhibits, Displays, & Distribution of Free
Materials * & Policy: Art Display * (this policy was proposed for Library
Workflow Team consideration and never brought forth to Library Board of
Trustees for adoption)
The Policy: Art Display was never officially adopted by the Library Board of Trustees.
It was proposed and presented to the Library Workflow Team on April 5, 2007. It’s
being brought to the Trustees for consideration and adoption.
Staff recommendation is to remove the 1st sentence under “General Principles”, “The
Orange Public Library is strictly neutral in matters of religion….” Trustees were in
agreement with this recommendation.
Trustees recommended the following changes to the policy:
• The 2nd sentence under “Purpose” remove, “The purpose is not to promote a
particular point of view or to make a statement on a controversial issue.”
• The 4th paragraph, under “Responsibility” add, “under the direction of the library
staff.”
• The 5th paragraph, 4th sentence, under “General Principles” remove, “one to two
months.”
All changes will be incorporated in the policy and brought back for adoption at the
November 15 meeting. There was also discussion on requiring a Hold Harmless
agreement be signed by all groups who display artwork at the library.

Vice Chair Schlund moved, and Trustee VanVoorst seconded the motion to adjourn
the meeting at 3:55 p.m. The motion carried unanimously. The next meeting will be
