1.1 Pledge of Allegiance
Chair Collins led the Pledge of Allegiance.
1.2 Roll Call

1.3 Adoption of Agenda
Trustee Freeman moved to adopt the agenda as presented; Vice Chair Schlund seconded
the motion, and it carried unanimously.
1.4 Approval of Minutes
Vice Chair Schlund moved to approve the minutes of the March 22, 2011 meeting as
presented; Trustee VanVoorst seconded the motion and it carried unanimously.
II. 1BLIBRARY DIRECTOR’S REPORT
2.1 Monthly Report for March 2011
Ms. Moreno gave a verbal report:
The library continues to cross train and move staff where they are most needed.
The latest moves are:
1. Adult Services Librarian David Price moves from Taft Branch Library to
Main Library, Technology
2. Adult Services Librarian Lizeth Ramirez moves from Main Library to El
Modena Branch Library

At the March 22 City Council meeting, money from the Orange Public Library
Foundation (OPLF - $7,500) and Friends of the Library (FOPL - $30,235) will
be accepted and appropriated. Ms. Moreno added that she received an email
prior to this meeting from OPLF Executive Director Nora Jacob stating that
approximately $11,000 was raised at the OPLF Gala from the “Raise Your
Paddle for Children’s Books”. At the Tuesday, April 12 City Council meeting
OPLF and FOPL Board Members will make a presentation of these donations to
Ms. Moreno.
The Library has joined the Old Towne Preservation Association, Orange
Community Historical Society and the Orange County Historical Society in
hopes of establishing a partnership with them for our Local History Center.
Library laptops will be available for checkout to our patrons – library use only.
Staff is working on the policy and hope to have this in place ready to go within a
month.
Staff has reorganized the space upstairs in the reference area to allow more
seating space. Ms. Moreno mentioned at the last OPLF meeting that the library
was reorganizing the space upstairs and chairs were needed. OPLF Board
Member Rick Collins contacted Ms. Moreno the next day to offer 50 chairs from
his company, SC Gas Company. The chairs have been cleaned and some will go
to El Modena for their computer room and some will replace chairs in the study
rooms at the Main Library.
National Library Week is the week of April 10. Library staff will again host a
“Take a Coffee Break at Your Library” on Wednesday, April 13.
2.2 Financial Report for February 2011
Received and filed. Overall the library is under budget and staff only purchases what is
needed. Ms. Moreno asked if there were any questions about the budget; hearing none,
she added that she does monitor the budget very closely to ensure that the library is on
target with its spending.
III. 2BBOARD REPORTS
3.1 Report from Chair
Chair Collins attended the March 22 City Council meeting for the OPLF Garden Task
Force Committee presentation. She added that City Council is pleased with the job the
Trustees are doing and excited that Trustees are working on defining their role. She
attended the OPLF Gala and had a great time.
3.2 Report from Orange Public Library Foundation Liaison (OPLF)
OPLF Liaison Jonell Schlund reported that the Board met on Monday, March 21. She
gave a post-event Gala update: there were 196 in attendance; the net proceeds are
approximately $35,000-$42,000; and the “Raise Your Paddle for Children’s Books”

raised approximately $11,000. The Children’s Garden Task Force Committee continues
discussions on the Children’s Garden in meetings with city and library staff. “It’s Your
Money” workshops will start up again in April 6-May 25 at St. Joseph Hospital in
Orange. The next OPLF meeting is Monday, April 11.
3.3 Reports from Trustees
Trustee Freeman reported that he attended the OPLF Gala and was very grateful to Ms.
Jacob for making arrangements for a special meal for him. Trustee Hugo also attended
the Gala and was very impressed with the events organization and professionalism.
IV. OLD BUSINESS
4.1 Update on Children’s Garden
The OPLF Children’s Garden Task Force Committee, Library Board of Trustees Chair
Collins, and city and library staff met on Wednesday, March 16 to continue discussing
plans for the Children’s Garden. The OPLF committee and library staff each presented
their conceptual design of the Children’s Garden. After much discussion on the pros and
cons of each plan, it was decided that the two plans would be submitted to the city’s
Staff Review Committee (SRC) for their input. SRC will submit their comments to city
staff who will forward them to OPLF Executive Director. The goal is that one design
will be agreed upon by both groups.
Ms. Moreno said the Library Board of Trustees will have an opportunity to look at the
designs before they are approved. She will bring the designs from both groups and the
comments from the SRC to the April 18 Board Meeting. She is working with OPLF on
a date for the next Children’s Garden meeting.
4.1.1 Discussion on changes to the Children’s Garden Use policy
Chair Collins mentioned that the Board needs to be aware that the current Children’s
Garden use policy adopted by the Trustees (Sept. 18, 2006) states, “The Children’s
Garden will close at dusk or 30 minutes prior to library closing each day.” On the
donor’s behalf, the OPLF asked if the garden can be open all the hours the library is
open. If the library is not able to accommodate this request, the prospective donor may
withdraw his donation. Chair Collins stated that should the OPLF proposal move
forward, the board will decide if they need to revise the policy.
Chair Collins reported that after her discussions with Deputy City Manager Irma
Hernandez, regarding this issue, her concern is that a private citizen is requesting this
change to the policy. She added that Trustees must be careful to not set a precedent that
will allow other private citizens to dictate to the City what they want. The Trustees
continued with discussion on this issue and were in agreement that it’s not in the best
interest of the Trustees to change a policy to match an individual’s desire.
Ms. Miller stated that she helped write the Children’s Garden policy along with the
Library Services Director at that time, and the reason the language was added about
closing the Children’s Garden at dusk was for the safety and protection of the children.

The location of the children’s desk does not allow children’s staff complete visibility of
the entire garden and if staff is helping a patron they would not be able to see who goes
in and out of the garden.
Ms. Moreno reported that library staff checked with other local libraries with children’s
gardens and most of them close at dusk. She added that she and city staff will meet
with the City’s Risk Manager Glenn Newson to go over any concerns and safety issues
he might have with the OPLF and City children’s garden designs.
4.2 Library Board of Trustees – Fact Finding on Role of Trustees
Trustees reported back on their continued fact finding on role of Trustees at public
libraries in other areas. Homework assignments were as follows:
Chair Collins – San Jose
Vice Chair Schlund – Rancho Mirage, Indian Wells, and Beverly Hills
Trustee VanVoorst – San Francisco
Trustee Hugo – Los Angeles
Trustee Freeman – San Diego
There was also discussion on the role of Facebook and Twitter in the library world.
Trustee Hugo talked a little about the City of Anaheim’s library Facebook page. Ms.
Moreno asked her to email the policies to her.
Trustee Freeman has been keeping a spreadsheet with all the fact-finding info about
library boards from other cities. He will bring an updated spreadsheet to the April 18
meeting.
V. NEW BUSINESS
5.1 Wish Lists for New Materials (Target, B&N, etc.)
Ms. Moreno reiterated that the library’s book budget had been significantly cut and the
library is looking for ways to get additional money for books. She and Chair Collins
met to discuss this in more detail earlier. Chair Collins visited a Target store last year
and came up with the idea of a gift registry at Target for library books and DVDs. She
added that at the Library Spelling Bee several years ago Barnes & Noble had a book fair
that allowed people to purchase new books or gift cards and a portion of the money
from these sales went back to the library. Chair Collins said there are other
opportunities like this that the library can participate in that will allow the public to
purchase materials needed for the library. The library would provide its Wish Lists to
each of the retailers and they would do the setup work. It’s a win-win situation for the
library and those that wish to contribute in a small way.
The homework assignment for the April 18 Board Meeting is for each Trustee to visit
retail stores to find out what is involved with setup of gift registry-type programs for the
library. The assignments are as follows:
