Chapman Avenue, Orange CA 92866 I. CALL TO ORDER (3 p.m.) 1.1 Pledge of Allegiance Chair Collins led the Pledge of Allegiance. 1.2 Roll Call Trustees Present: Chair Nancy Collins, Vice Chair Jonell Schlund, Trustee Steven Freeman, and Trustee VanVoorst Absent: Trustee Marianne Hugo Staff Present: Library Services Director Yolanda Moreno, Acting Assistant Library Services Director Rosanne Miller, and Executive Assistant Jan Reichert 1.3 Adoption of Agenda Vice Chair Schlund moved to accept the agenda as presented; Trustee Van Voorst seconded the motion, and it carried unanimously. 1.4 Approval of Minutes Trustee VanVoorst moved to approve the minutes of the February 27, 2012 meeting as presented; Trustee Freeman seconded the motion and it carried unanimously. II. LIBRARY DIRECTOR’S REPORT 2.1 Monthly Report for February 2012 Ms. Moreno gave a verbal report: • The draft of the new Library Model, which addresses Councilmember Fred Whitaker’s request to increase library hours and services with existing funds, will be going to the City Manager this week. City Manager’s office will make changes then it will come back to Library staff. The new Library Model will be shared with Trustees at the April 16 board meeting. • Friends of the Orange Public Library (FOPL) donated $27,150 for items on the library Wish List (copies passed around to Trustees). Presentation of the check will be at the April 10 City Council meeting. CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES March 19, 2012 Page 2 • FOPL held a St. Patrick’s Day Huge Book Sale on Saturday, March 17. FOPL President Peter Wetzel reported they made $800 from the book sale and $420 in the bookstore. Chair Collins added that Mr. Wetzel was very appreciative of library staff assistance with bringing up books from the basement and setup of the community room. • Orange Public Library Foundation (OPLF) has committed to donating $2,000 to the story telling collection, to add to our CD book kits, and to purchase a movie license to Movie USA. They have asked for a Wish List of children’s and teen items only. • At the City Council special budget meeting Tuesday, March 13, Mayor Cavecche asked Ms. Moreno for a report showing what the library support groups have donated this fiscal year. • E-books are coming to Orange Public Library in May. It was recently announced that the Kindle Fire will be one of the e-readers available to download books using the library platform, Blio. The Nook is supposed to be available mid-April or May. Before E-books are available to the public, library staff will create bookmarks with instructions on how to download e- books to the different devices, and start testing the different e-readers and how each one works with the library platform. • In the new part of the building, the A/C is not working and the timer for the lights is broken. Facility Services installed a software upgrade for the timer for the lights and bids are being received to fix the A/C. • With Ms. Reichert retiring next month, Monica Barrette, Library Assistant in Children Services, will take over the Adult Volunteer Coordination (Welcome Desk and Homebound Delivery Service). Julie Eriksen Finance Clerk will take over Jan’s duties and as Recording Secretary for Library Board of Trustees. She will be introduced at the April 16 Board Meeting. 2.2 Financial Report for February 2012 Received and filed. The library is on target with its spending. III. BOARD REPORTS 3.1 Report from Chair Chair Collins asked Trustees to check their calendars and report at the April 16 Board meeting who is available to work the Saturday, April 21 Orange Homegrown Farmers Market. 3.2 Report from Orange Public Library Foundation Liaison (OPLF) Ms. Schlund reported that Legacy Gala invitations were mailed. Gaddy Vasquez will be the MC and Former Mayor Mark Murphy will be the Auctioneer. She added that a couple announcements to benefit the library will be announced at the Legacy Gala. Ms. Moreno added that she spoke with OPLF President Kim Nichols and one of the announcements is there will be a “Raise Your Paddle for the Library” fundraiser with proceeds going toward the purchase of E-books. The last Adult Documentary Film, Wasteland, had 48 in attendance. Board Member Rick Martinez retired from the CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES March 19, 2012 Page 3 Anaheim Police Department and asked his friends and colleagues to donate money to the OPLF. Donations totaling $1,200 were received. It’s Your Money Workshop! will be St. Joseph in Orange, Wednesdays, April 4-May 23, 10-11:30 a.m. 3.3 Reports from Trustees Trustee VanVoorst is addressing and stuffing envelopes and securing auction items for the OPLF Legacy Gala. 3.4 Report from Friends of the Orange Public Library (FOPL) Liaison Liaison Freeman reported that the Spring Newsletter has been mailed to members. The revised membership campaign is in full swing. There are five different membership levels ranging from $10 (Easy Reader) to $250 (Life Member). Each level offers incentives, so the higher the level the more incentives the member receives. Chair Collins added that it would be good relationship building for the Trustees to be a member of the FOPL. Books left over from the Book Sale on March 17 will go to the outside $.10 bookshelf and the books in poor condition will be discarded. Liaison Freeman added that FOPL is still in need of a Vice President. FOPL President Mr. Wetzel will temporarily take over as Internet Sales. He reported that Internet Sales for February was $371.23. IV. OLD BUSINESS 4.1 Local Schools Open House Events Chair Collins received positive responses after speaking with the principals for Cambridge, Yorba, West Orange, California and Taft about attending their open house events. The principals were receptive to the Trustees coming to any of the school events to promote the library. Ms. Moreno and Senior Library Manager Irma Morales offered to assist the Spanish speaking public at these open house events. Trustees will setup a table displaying information about the library’s resources, special events, and ongoing programs. Trustee signups are as follows. All open house events are 5- 6:30 p.m. • Thursday, March 22 – Cambridge - Trustee VanVoorst and/or Chair Collins • Tuesday, April 24 – Taft - Trustees VanVoorst and Freeman • Tuesday, April 24 – California – Trustee Hugo Chair Collins will contact the principals at Yorba, Santiago, Jordan, Prospect, Handy, LaVeta and McPherson about setting up a table at their Open House events in May and report back at the April 16 Board Meeting. 4.2 Geek the Library Ms. Miller reported that Remland Insurance Services teamed up with Orange Public Library’s Geek the Library program creating a YouTube video. Kristi Gartner, a library patron who works for Remland Insurance Services, initiated and created the video for YouTube. Ms. Miller added that the National Geek the Library field CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES March 19, 2012 Page 4 manager saw the YouTube video, thought it was great, and offered to supply the library with additional Geek the Library printed materials. What do you Geek photos of staff, patrons and VIP’s are displayed on the library website and around the library. Ms. Miller reported that a Geek the Library committee has been formed with members from each library division. The role of the committee is to come up with a plan on how to incorporate Geek the Library into all library events and programs. Additionally, Photographer Gayle Exton will be at the OPLF Legacy Gala taking pictures of the VIP’s that will be displayed at the library and on the website. Ms. Miller is excited about the positive message this program is generating for the library, and she welcomes any ideas Trustees wish to share. 4.3 Children’s Garden Safety Concerns Update The letter from Trustees re the Children’s Garden safety concerns was sent to OPLF President Kim Nichols to share with Board Members for questions or comments. Ms. Moreno reported that since she received no comments the Children’s Garden plan is moving forward. Once the contractor is aboard and ready to start, Public Works anticipates two weeks from start to finish. V. NEW BUSINESS 5.1 Southern California Library Cooperative (SCLC) Orange Public Library (OPL) was part of Santiago Library System (SLS), an association of nine public libraries in OC. Los Angeles public libraries were members of the Metropolitan Cooperative Library System (MCLS). Ms. Moreno stated that about three years ago OC libraries and LA County public libraries merged to form SCLC. As a member of SCLC each library pays a fee based on population and OPL’s cost is $5,200 a year. Ms. Moreno said meetings with the member libraries are held at a different library each time. The challenge for the OC libraries is that meetings in the LA area end up being a full day away from the office because of the lengthy driving time. She added that for this reason many of the OC libraries have not been attending the meetings. Because OC library directors want to stay in touch with each other they have been meeting every couple months to share information about what is happening with their libraries. Ms. Moreno reported that the latest news from the State Library is that all library monies have been cut, which includes the Public Library Fund (PLF). What this means is that many of the LA and OC libraries who received PLF money from the State to supplement their book budget won’t have this money, which will be a considerable loss to these libraries. SCLC also provides bi-weekly pickup and delivery of books going to other libraries within the cooperative for free but with the budget cuts part of this delivery service was going away as well. In order to continue providing delivery service to its member libraries, SCLC was considering charging an additional fee for this service. Ms. Moreno said member libraries are already financially strapped with the loss of the PLF money, so charging another fee would be CITY OF ORANGE DEPARTMENT OF LIBRARY SERVICES ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES March 19, 2012 Page 5 an unwelcome financial burden. These concerns were brought forth to SCLC who is going to form a committee to look at different options for its member libraries. Meantime, there is talk among OC member libraries about pulling out of SCLC and re-forming to something else and then coming up with some type of delivery service. She stated that if the group wishes to pull out of SCLC a 90 day notice must be given. The deadline is April 1 so each OC library is going to submit a letter indicating their desire to pull out of SCLC. SCLC Executive Director Rosario Garza asked the libraries to hold off submitting the letters until after the special meeting on Monday, March 26, at OC Public Library headquarters. She said at this meeting she will address the OC member libraries concerns and the repercussions if OC member libraries pull out of SCLC. In the interim, the OC member libraries have put together a team to discuss delivery service and how to make it work. Ms. Moreno added that Lending Services Library Manager Linda Cundiff will be OPL’s team representative. Chair Collins asked to look in the archives for the minutes from the Board Meeting where Ms Garza made a presentation, and minutes from the special Board Meeting called to discuss the consolidation and board approval. Ms. Reichert will look for the minutes and email them to Trustees. VI.
