1.2. Approval of Meeting Minutes dated October 21, 2013

2. Library Director’s Report
2.1. Monthly Report
2.1.1. The Orange Police Department sent a certificate to thank the Library for their
support at National Night Out in August. Director Moreno thanked the Library
Board for their help with this event.
2.1.2. Staff updates: Library Assistant Jeanne Cullen is retiring effective 12/19/13;
Jeanne is a full-time benefited employee. Library Page Rebecca Oylear resigned
effective 11/1/13; this is a part-time 19hr position. The library will be recruiting
for these positions.
2.1.3. Library staff will be having their annual Holiday Breakfast at Ruby’s on 12/5/13.
2.1.4. Holiday closures: all branches will be closed for the Thanksgiving holiday on
11/28 & 29. For Christmas, Main Library will close at noon on the 24th (Elmo &
Taft will close on the 21st) all will reopen on Thursday, January 2nd.
2.1.5. The Homework Centers will be closed the week of Thanksgiving and again from
12/12/13-1/6/14 due to OUSD being out for 3 weeks.
2.1.6. GRIP (Gang Reduction Intervention Partnership) – Children’s Senior Library
Manager Irma Morales has been participating in this program and will be at
Yorba Middle School in a partnership effort with this program.
2.1.7. The Library will be hosting their biennial Staff Development Day on 1/20/14
(MLK Day). The library will be closed to the public that day. As an FYI, this date
would be the regularly scheduled Library Board meeting, but because of the
closure, the Board meeting will take place on 1/27/14.
2.1.8. Friends of the Library met last week and voted on the wish list items submitted by
the Library; Director Moreno reported that she heard nearly everything on the
wish list was approved (and then some) but has not received a letter from Friends
depicting what items; she hopes to have the official letter this week.
2.1.9. The Library received a $250 check from the Foundation that came from the Don
Robinson family for the Homework Center; they also received a check for $1,600
from the Klein family for the purchase of two LED projectors.
2.1.10. STEAM for Teens had 59 in attendance this past Saturday; attendance continues
to rise. There are two more events in this series: 12/14 & 1/18.
2.2. Financial Report – Director Moreno reported that the carry-overs have been applied to
the budget and they are right on track.
3. Board Reports
3.1. Report from Chair Collins
3.1.1. Jeanne, the owner of Tiddlywinks, is working with Random House and the story
“The Grinch Who Stole Christmas” to get kids a free book when they submit
three good deeds they have done. Ms. Morales is in discussion with Jeanne to
work in conjunction on this project.
3.2. Report from Orange Public Library Foundation Liaison Trustee Schlund
3.2.1. The Gala is scheduled for Sunday May 18th at Irvine Park Scouting Facility. The
committee is meeting and working on the theme and entertainment for the event.
3.2.2. The Foundation will have an insert in the water/utility bill for Orange residents
promoting their annual Fund Appeal.
3.2.3. The Foundation is hosting a special event at the Library titled “Master of Mid
Century Modern Architecture” on Saturday 11/23 at 3:30pm; Architect Susan
Secoy will lead a Q&A.
3.2.4. Next OPLF meeting is scheduled for January 13, 2014.
3.3. Report from Friends of the Library Liaison Trustee Freeman
3.3.1. The Friends reviewed the wish list from the Library and seemed very interested in
helping with the scholarship funding for attending conferences. Trustee Freeman
reiterated what Director Moreno stated earlier, that the Friends Board will
approve nearly everything (and then some) on the wish list.
3.3.2. Trustee Freeman stated that he thanked the Friends Board Members (on behalf of
the Library Board) for their sponsorship with Treats in the Streets.
3.3.3. The Friends are thinking of ways to move their collection of fiction books – they
have an overabundance collection at this time. They are considering various
options, such as providing books to other non profits, having more cart sales,
starting a recycling program, buy one get one, and having a special members-only
sale. Trustee Freeman also suggested to the Friends that they have the Library
issue a free fiction book or coupon every time a new card is issued; it was also
suggested that a cart of books could be available at the checkout so the new card
holder make their selection at that time. Trustee Freeman stated that these are just
some ideas and they are working on the logistics.
3.3.4. Friends is also working on their slate of nominations for the election in January;
they need the slate for the December meeting. Those termed-out are President
Peter Wetzel and Secretary Ellie Jordan. The current Treasurer, Mary Galuska, is
slated for President, and the Membership Director Courtney will switch roles with
Ellie (Secretary). They are in need of a Treasurer to take Mary’s place. Also Tom
Eckert announced that he would like to be replaced as the Internet Director.
3.3.5. Internet Sales for October brought in a profit of $668.83 (two books sold for over
$100 each).
3.3.6. They currently have 53 volunteers. There are three new volunteers going through
the volunteer process and another one that is starting this Saturday. The Friends
are very happy with the new volunteer process.
3.4. Reports from Trustees
3.4.1. Trustee Monsees reported on the National Library of Medicine award/grant that is
offered to three libraries each year. This grant provides funding for Disaster
Preparedness and teaching communities to go to their local library as the resource
center for emergency information. Currently, San Diego is the only library in
California to receive this grant. Director Moreno said she will look into this.
Trustee Monsees believes the deadline to submit is either June or July.
Old Business
3.5. School & Library Outreach Events - there are no events at this time.
3.6. Farmer’s Market (no December; return in Jan or Feb?) The Board agreed to attend odd
months for 2014, the dates are: January 18, March 15, May 17, July 19, Sept 20, and
Nov 15. The Board discussed a plan to be better organized for these events; such as
having a theme for each event and providing the materials that correlates with school
lessons that month (i.e., state reports, mission reports, etc.). Director Moreno suggested
the Board submit their “theme” ideas to Ms. Eriksen. Ms. Eriksen will bring the list to
the December meeting. Director Moreno suggested the Board plan their themes for the
whole year and that library staff could probably create bookmarks to promote this.
3.7. Show Your Library Card – still going very well; the Library continues to contact
businesses to join this program.
3.8. Treats in the Streets - The Board reported that they ran out of prizes & candy but were
able to get more prizes at the Library, and was more careful to ration the candy. It was
reported that this was the largest attendance compared to the past years. Trustee
vanVoorst reported that they need more help/volunteers next year, especially towards the
end of the event because it gets very busy. The Board agreed that the biggest draw to
their booth is the prize wheels and the free book coupons from Friends.

5. Public Comment
5.1. Doug Westfall attended the meeting. Mr. Westfall served on the Library Board of
Trustees for several years and is a novelist who writes about American History. Mr.
Westfall brought in his latest work “Prisoner of the Civil War: From the Letters of
Captain William T. Glassell” and asked if the Library would accept his book on CD into
their collection and make the eBook available to all residents. Library Director Moreno
said she would look into adding it to the Library collection.
5.2. Kim Nichols, Orange Public Library Foundation President (accompanied by Julie
Kramer, Foundation Executive Director) discussed the Library’s Gifts Grants and
Sponsorship Policy. The Foundation Board is concerned that the policy could impact
their ability to write grants and could cause a potential stumbling block for future grant
opportunities. An example of this is grants that have a short turn around, since the
policy states that all grants must get the Library Director’s approval. Director Moreno
stated that she understands there are times when a grant application may have a short
turnaround time, but if the grant is going to impact library staff then she needs to know
about it. Chair Collins stated that a lot of thought and time was put into the Gifts, Grants
and Sponsorship Policy and that the Trustee Board, Library Director and the Foundation
will have to work as a team to make sure that all grants are dealt with in a prompt and
timely manner so as not to miss any potential opportunities for the library. Director
Moreno stated that the Library does not want to pass up on a grant opportunity when
there is a short window to apply, so a simple phone call or e-mail will allow for an
exception in order to proceed. Ms. Nichols said they will continue to move forward and
will notify the Library Director of grant opportunities.
