A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE TO BEGIN PAYING AND
REPORTING THE VALUE OF EMPLOYER PAID
MEMBER CONTRIBUTIONS TO THE PUBLIC
EMPLOYEES' RETIREMENT SYSTEM FOR TOP
MANAGEMENT EMPLOYEES
EREAS, the City Council of the City of Orange has the authority to implement
Government Code Section 20636 (c)(4) pursuant to Section 20691; and
EREAS, the City Council of the City of Orange has a written labor policy or
agreement which specifically provides for the normal member contributions to paid by the
employer, and reported as additional compensation; and
EREAS, one of the steps in the procedures to implement Section 20691 is the
adoption by the City Council of the City of Orange of a Resolution to commence paying and
reporting the value of said Employer Paid Member Contributions (EPMC); and
EREAS, the City Council of the City of Orange has identified the following
conditions for the purpose of its election to pay EPMC:
1. This benefit shall apply to all employees covered by the Top Management
Resolution.
2. This benefit shall consist of paying 7% of the normal contributions as
EPMC for civilian employees, and reporting this 7% as compensation
earnable {excluding Government Code Section 20636 (c)(4)} as
additional compensation.
3. This benefit shall consist of paying 9% of the normal contributions as
EPMC for swom employees, and reporting this 9% as compensation
earnable {excluding Government Code Section 20636 (c)(4)} as
additional compensation.
4. The effective date of this Resolution shall be February 24, 2002.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange dects to pay and report the value ofEPMC, as set forth above.
