Chair Simpson called the meeting to order at 7:00 p.m.

2. CONSENT CALENDAR
2.1. Approval of meeting minutes of the Planning Commission of the City of Orange
for the November 2, 2020 Regular Meeting.
ACTION: A motion was made by Vice Chair Glasgow, seconded by Commissioner
Willits, to continue the Consent Calendar to the next regular meeting. The motion
carried by the following vote:
Aves: Simpson, Glasqow, Martinez, Vazquez, and Willits

5.1. Public Hearing: Conditional Use Permit No. 3111-19, Design Review No.4997-19,
and Minor Site Plan Review No.0998-19, 7-Eleven Store and Fuel, 2620 W.
Chapman Avenue
Vidal Marquez, Assistant Planner provided an overview of the project.
The Commissioners had questions about the Design Review Committee's concerns.
Chair Simpson opened the public hearing.
Adan Madrid spoke on behalf of the project.
Jessica Wang, Administrative Specialist read a letter of support from Tony Romney.
Chair Simpson closed the public hearing.
A motion was made by Commissioner Vazquez, seconded by Vice Chair Glasgow, to
adopt Planning Commission Resolution No. 32-20. The motion carried by the following
vote:
Aves: Simpson, Glasgow, Martinez, Vazquez, and Willits
Noes: None
Absent: None
Resolution No. PC 32-20. A Resolution of the Planning Commission of the City of
Orange approving Conditional Use Permit No. 3111-19, Design Review No. 4997-19,
and Minor Site Plan Review No. 0998-19 for the construction of a one-story,
4,319-square foot convenience store with fuel service at 2620 W. Chapman Avenue.
5.2. Public Hearing: Conditional Use Permit No. 3119-20, Design Review No. 5009-20,
Minor Site Plan Review No. 1011-20, Orange Plaza Inn, 137 E. Maple Avenue and
230 N. Orange Street
Marissa Moshier provided an overview of the project.
Commissioners Glasgow, Martinez, Willits and Vasquez disclosed they met with the
applicant.
Mike Ayaz spoke on behalf of the project.
The Commissioners had questions and comments regarding various aspects of the
project.

Chair Simpson opened the Public Hearing; and there being no public comments
received, closed the Public Hearing.
A motion was made by Vice Chair Glasgow, seconded by Chairperson Simpson, to
adopt Planning Commission Resolution No. 28-20. The motion carried by the following
vote:
Aves: Simpson, Glasqow, Martinez, Vazquez, and Willits
Noes: None
Absent: None
Resolution No. PC 28-20. A Resolution of the Planning Commission of the City of
Orange approving Conditional Use Permit No. 3119-20, Design Review No. 5009-20,
and Minor Site Plan Review No. 1011-20 for a twelve -room hotel with accessory event
space and an Alcoholic Beverage Control Type 47 License (On -Sale General - Eating
Place) on property located at 137 E. Maple Avenue and 230 N. Orange Street.
5.3. Public Hearing: Major Site Plan Review No. 1010-20, Design Review No. 5007-20,
Tentative Parcel Map 0018-20, and a Density Bonus Housing Agreement, Corp
Yard Housing, 637 W. Struck Avenue
All the Commissioners disclosed they met with the applicant.
Chad Ortlieb provided an overview of the project.
Todd Cottle, spoke on behalf of the project.
Committee members had questions and comments regarding various aspects of the
project.
Chair Simpson opened the public hearing.
Ms. Wang read a letter of support from HomeAid Orange County.
Chair Simpson closed the public hearing.
A motion was made by Vice Chair Glasgow, seconded by Commissioner Willits, to
adopt Planning Commission Resolution No. 31-20. The motion carried by the following
vote:
Aves: Simpson, Glasqow, Martinez, Vazquez, and Willits
Noes: None
Absent: None
Resolution No. PC 31-20. A resolution of the Planning Commission of the City of
Orange recommending that the City Council approve Major Site Plan Review No.
1010-20, Design Review No. 5007-20, Tentative Parcel Map No. 0018-20 and, a
Density Bonus Housing Agreement with two Affordable Housing Concessions for 62
unit income -restricted apartments located at 637 W. Struck Avenue.

There being no further business, the meeting adjourned at 8:53 p.m.
