OPENING 1.1 CALL TO ORDER Chair Skorpanich called the meeting to order at 5:30 p.m. 1.2 PLEDGE OF ALLEGIANCE Chair Skorpanich led the flag salute. 1.3 ROLL CALL Present: Skorpanich, Fox, McDermott, Imboden, and McCormack Absent: None 1.4 PUBLIC COMMENTS None 2. NEW AGENDA ITEMS 2.1. Design Review No. 4992-19, Villa Ford Inventory Lot, 2457 N. Canal Street A proposal to establish a permanent new car inventory storage lot on a portion of vacant property. Chair Skorpanich asked staff if any public comments were received for this item. Anna Pehoushek, Assistant Community Development Director, stated no comments were received. Committee members discussed the following details of the project: • Fence height. • Lighting. • Tree palette, retention, and spacing. • Landscaping. A motion was made by Vice Chair Fox, seconded by Committee Member McCormack, to recommend approval to the Planning Commission, Design Review No. 4992-19, Villa Ford Inventory Lot subject to the findings and conditions in the staff report with the additional conditions as follows: 1. All the existing trees shall be retained and if any are damaged or dying, they shall Page 1 of 2 Design Review Committee Minutes - Final December 2, 2020 be replaced in kind. 2. Brisbane box trees shall be added along the eastern property line to achieve a 15' to 20' spacing in order to create visual screening with adjacent residential properties. 3. The Brisbane box trees along the southern property line, adjacent to the residences, shall be set at 15' spacing instead of 30'. 4. The curb along the east edge of the parking lot shall be revised and coordinated with the Civil Engineer to ensure that the trees are not damaged; also provide a 2'x4' asphalt edge. 5. Prior to permit, the drawings shall be coordinated to show the proposed landscape conditions in the civil plans, including their sections, to ensure that the design intent is communicated to the contractors who are doing the installation. 6. The landscape be maintained to comply with the requirements for Police visibility and screening requirements of the Municipal Code. The motion carried by the following vote: Ayes: Skorpanich, Fox, McDermott, Imboden, and McCormack Noes: None Absent: None 3. ADJOURNMENT There being no further business, the meeting adjourned at 6:53 p.m. The next regular meeting is scheduled for Wednesday, December 16, 2020, at 5:30 p.m. via various teleconference locations.
