1.CALL TO ORDER
The meeting was called to order at 6:05 p.m.
Present:Mickelson-Weilmuenster, Manning, Perez, and Rico
Absent:None
1.1.Election of Committee Chair
A motion was made by Committee Member Manning, seconded by Committee Member
Rico, to nominate Janice Mickelson-Weilmuenster as the next Chair.
Committee Member Perez experienced some technical difficulty and was not on the
call to voice her vote.
The motion carried the following vote:

2.APPROVAL OF MINUTES
2.1.Approval of meeting minutes of the CDBG Committee of the City of Orange for
the April 8, 2020 Regular Meeting.
Committee Member Perez rejoined the call at 6:14 p.m.
A motion was made by Committee Member Manning, seconded by Committee Member
Rico, to approve the minutes as presented.

3.DISCUSSION ON COMMUNITY NEEDS
None.
4.INTRODUCTION OF PROGRAM APPLICANTS
•Kevin Yamakawa from the City of Orange - Public Works presented street
improvement projects. He stated that the Public Works department has a consultant
survey the streets every 2 years. A list of the streets to be worked on will be provided to
the Committee at the next meeting.
•Benjamin Gilchrist from the City of Orange - Police Department made a
presentation on the Bike Team.
•Emily Bustamante from the City of Orange - Community Services Department made
a presentation on the After School Program.
•Shannon Lane from the City of Orange - Library presented the Americans with
Disabilities Act (ADA) accessibility project for one of the three public libraries.
•Andrea Dunn and Andrea Garcia from MOMS OC presented their program which
helps mothers and expectant mothers in Orange County. MOMS OC has provided
services to 255 Orange residents.
•Patty Waasted from the Assistance League made a presentation on Operation
School Bell. The Committee asked how this program was working with Covid -19 safety
guidelines in place. The applicant replied that supplies are sent to schools for
distribution instead of having participants come to the Assistance League
headquarters.
•Cathy Seelig and Taylor Nicholson of the Friendly Center made a presentation for
the Community Food Orange program.
•Stella Verdeja from Fair Housing Foundation presented the fair housing activities
and outreach undertaken by the Fair Housing Foundation.

6.ADJOURNMENT
There being no further business, the meeting was adjourned at 7:14 p.m.
The next Regular meeting will be held on Wednesday, December 2, 2020, at 6:00 p.m.
