0404 A RESOLUTION OF THE ORANGE
REDEVELOPMENT AGENCY ADOPTING RULES
GOVERNING PARTICIPATION AND REENTRY PREFERENCES
FOR PROPERTY OWNERS, OPERATORS OF
BUSINESSES,AND BUSINESS TENANTS ("OWNER
PARTICIPATION RULES"), THE GENERAL RELOCATION
RULES METHOD OF RELOCATION") AND APPROVING
ITS REPORT TO CITY COUNCIL ("REPORT")
IN CONNECTION WITH THE AMENDED AND
RESTATED REDEVELOPMENT PLAN FOR THE ORANGE
MERGED AND AMENDED REDEVELOPMENT PROJECT
AREA WHEREAS, the Orange Redevelopment Agency ("Agency") has undertaken steps
to amend and merge the Redevelopment Plans for the: Tustin Street Original, Tustin
Street Amendment No.1, Southwest Original, Southwest Amendment No.1, Southwest
Amendment No.2, Southwest Amendment No.3, and Northwest Redevelopment Projects ("Orange
Merged and Amended Redevelopment Project Area");
and WHEREAS, the Agency is required to complete the actions prescribed by
Sections 33354.6 and 33485 through 33489 of the California Community Redevelopment Law,
Health and Safi~ty Code Section 33000 et seq. ("CRL");
and WHEREAS, pursuant to Section 33345 of the CRL, the Agency approved Draft
Rules Governing Participation and Reentry Preferences for Property Owners, Operators of
Businesses and Business Tenants for the Orange Merged and Amended Redevelopment Project ("
Owner Participation Rules) on September 25, 2001, to make available for public inspection rules
to implement the operation of owner participation in connection with the Amended and
Restated Redevelopment Plan for the Orange Merged and Amended Redevelopment Project;
and WHEREAS, the Agency approved Draft General Relocation Rules (Method
of Relocation pursuant to Section 33411 of the California Community Redevelopment Law) for
the Amended and Restated Redevelopment Plan for the Orange Merged and
Amended Redevelopment Project ("Method of Relocation") on September 25,2001;
and WHEREAS, the Agerlcy has prepared its Report to City Council ("Report"), which is
the report and information required by CRL Section 33352. The Report is on file in the Office of
the City Clerk and available for public inspection;
and WHEREAS, the Report has been prepared for the Orange Merged and
Amended Redevelopment Project Area and is to be transmitted to the City Council for its
consideration.
NOW, THEREFORE, the Orange Redevelopment Agency does hereby resolve as
follows:
Section I. The Agency hereby adopts the Owner Participation Rules and Method of
Relocation prepared in connection with the Amended and Restated Redevelopment Plan for the
Orange Merged and Amended Redevelopment Project.
Section 2. The Agency hereby approves the Report and hereby directs staff to transmit
the Report to the City Council for its consideration.
