RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE REGARDING THE 2003 CHRISTMAS
HOLIDAY CLOSURE.WHEREAS,
in the calendar year 2003, the holiday of Christmas falls on a Thursday
and is currently provided to City employees as a paid holiday; and WHEREAS,
in accordance with current Resolutions and Memoranda of Understanding
between the City of Orange and Top Management employees and all recognized
employee organizations, other than the City of Orange Police Association and Orange
City Firefighters Union, City employees are entitled to one-half day holiday leave
on thf: day before Christmas if December 24 falls on a Monday through Thursday; and
WHEREAS, the City Council wishes to express its sincere appreciation to City
employees for their dedicated service to the City and its citizens throughout the year; and
WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season; and
WHEREAS, City services, except public safety. are all closed on Thursday,
December 25, 2003 as well as Thursday, January 1, 2004; and
WHEREAS, the City Council wishes to effectively accommodate time-
off requests by City employees during the
holidays NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
of Orange does hereby grant the
following:An additional one-half day of paid holiday leave on
Wednesday, December 31, 2003 to each full-time
employee
as follows:40-hour employees shall accrue a total
of one-half day for
said holiday benefits; and 24-hour shift employees shall accme
a
total of 6 hours;and Regular part-
time employees' benefits shall be
based on pro-ration of hours; and Notwithstanding public
safety and other emergency call-out services, City facilities will be closed effective
12:00 p.m. on Wednesday, December 24,2003 and
will re-open on Monday, January 5, 2004, and This Resolution
City Library facilities including the Main Library and the Taft and El
Modena Branches will close to the public half-day on
Wednesday,December 24, full days Thursday, December 25 through
Sunday,December 28, and again on Wednesday, December 31, and
Thursday,January 1, 2004;
and City employees will be required to utilize their own accrued paid
leave hours (i.e., vacation, compensatory time, administrative leave,
TRP leave, and/or floating holiday) to cover the holiday closures on
Friday,December 26, Monday, December 29, Tuesday, December 30,
and half-day on Wednesday, December
31, 2003.BE IT FURTHER RESOLVED that those members of the Police
and Fire Departments described in Resolution Nos. 9385 and 9387 respectively shall
receive an additional one-half day of holiday leave which can be utilized by
such personnel upon approval of appropriate Police
and Fire supervisors.ADOPTED this 28th day
of October,
2003.
