The City of Orange Design Review Committee will consider the project at its regularly
scheduled meeting on December 16, 2020 at 5:30 p.m. (or as soon thereafter as the matter
may be heard).
Pursuant to the Governor’s State of California Executive Order N29-20, dated March 17,
2020, and given the health risk associated with COVID-19, this meeting may be
conducted utilizing video conferencing and electronic means. Members of the public can
access meetings on Spectrum Cable Channel 3 and AT&T U-verse Channel 99, and
streamed live and on-demand on the City’s website at www.cityoforange.org. Should the
Governor’s order remain in effect, members of the public may not be permitted to attend
the meeting in person but comments received prior to the meeting will be considered as
part of the deliberation process. Please refer to the December 16, 2020 Design Review
Committee agenda to be posted on the City’s website at www.cityoforange.org for

PROJECT LOCATION: 383 S. Batavia Street and 802 W. Culver Avenue, City of Orange

DESCRIPTION:
The project includes an expansion of the existing Orange County Ronald McDonald
House to increase the current number of guest rooms from 21 to 44, which would expand
the floor area across the project site by 17,325 square feet, and to convert an existing
historic single-family residence at 802 W. Culver Avenue to an accessory office space.
The addition would be consistent with the style and materials of the existing Ronald
McDonald House building. A surface parking lot with 43 parking spaces and access from
S. Batavia Street would be constructed to the south of the addition. The project includes
a General Plan Amendment from Low Density Residential (LDR) to Public Facilities &
Institutions (PFI) and a Zone Change from Single-Family Residential (R-1-6) to Public
Institution (PI).

ENVIRONMENTAL
INFORMATION:
Initial Study/Negative Declaration No. 1868-19 was prepared to evaluate the potential
environmental impacts of the proposed project in accordance with the provisions of the
California Environmental Quality Act. The City invites you to comment on the Initial
Study/Mitigated Negative Declaration. The public review period begins on December 7,
2020 and ends on January 6, 2021. Written comments must be received in the offices of
the City of Orange Community Development Department Planning Division, 300 East
Chapman Avenue Orange, California 92866, Attention: Marissa Moshier, or via email at
mmoshier@cityoforange.org, by 5:30 P.M. on January 6, 2021.
