RES-9763 Temporary Public Street Closure For Special EventRESOLUTION NO. 9763 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE RESCINDING THAT PORTION OF RESOLUTION NO. 9701 TEMPORARILY CLOSING A PORTION OF SHAFFER STREET ON OCTOBER 10 - 11 2003, AND ADOPTING A REVISED RESOLUTION TEMPORARILY CLOSING SHAFFER STREET FROM MORELAND DRIVE TO ALMOND AVENUE FROM 5:00 A.M.THRU 9:00 P.M. - SATURDAY NOVEMBER 1,2003 FOR A SPECIAL EVENT AT ST. JOHN'S LUTHERAN CHURCH. WHEREAS, Vehicle Code Section 21101(t) authorizes cities to close portions of streets for celebrations and local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and WHEREAS, St. John's Lutheran Church has requested a temporary street closure of a section of Shaffer Street; and WHEREAS, the Church has agreed to comply with the regulations governing parties in public places that alcoholic beverages on public streets are a violation of the law, loud or offensiv,e music will lead to the revocation of their permits; it is the applicant's responsibility to clean the streets after the event; maintain 12ft. of unobstructed access for emergency vehicles;and will provide a sketch to the City Traffic Engineer showing proposed location of barricades including closure of the westbound lent-turn lane on Chapman Avenue at Center St.; and provide written notice to adjacent businesses and residents of the event and the street closure.NOW, THEREFORE, the City Council of the City of Orange does resolve as follows:That Shaffer Street from Moreland Drive to Almond Avenue, be closed from 5:00 a.m. thru 9:00 p.m. on -Saturday, November 1, 2003.ADO PTED this 14th day of October, 2003.
