RES-9753 Loyal Service Appreciation For Richard YargerRESOLUTION NO. 9753 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO RICHARD YARGER, CHAIRMAN OF THE CITY TRAFFIC COMMISSION, FOR TWENTY- FIVE YEARS OF DEDICATED SERVICE TO THE CITY OF ORANGE. WHEREAS, Richard "Dick" Yarger was appointed by the City Council to the City Traffic Commission in October 1978. During his twenty-five years on the committee, Dick has provided invaluable input on a variety of topics, including the Briardale neighborhood preservation study, establishment of 12 speed zones, placement of 13 school crossing guards, the Adams Avenue neighborhood preservation study, removal of commercial vehicle parking on arterial streets, the Handy Street neighborhood preservation study, implementation of permit parking in 9 residential neighborhoods, installation of 8 traffic signals, implementation of the residential neighborhood traffic management program, and most recently the Palmyra neighborhood preservation study.Dick has always been sensitive to the concerns ofresidents. His comments and questions always helped residents gain other perspectives and encouraged rational discussions.Dick's positive attitude, knowledge, and attention to detail have contributed greatly to the City Traffic Commission. He was especially aware of the sensitive issues concerning the installation of Stop signs and speed control. Dick can count off three minutes without a timer more lI(:curately than any other Traffic Commission Chairman, while limiting redundant and superflttoUs testimony.During his term on the City Traffic Commission, Dick has worked with 7 Mayors and 13 Councilmembers.NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Orange expresses sincere appreciation and congratulations to Richard Yarger for twenty-five years of dedicat(,d service to the City Traffic Commission, the Public Works Department and the City of Orange.ADOPTED this 8th day of July 2003.1L ~ IJ1 ofOrangeMark .
