A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO HELEN BELL, DIRECTOR OF FINANCE, AND
COMMENDING HER FOR MORE THAN SEVEN
YEARS OF LOYAL AND DEDICATED SERVICE
WHEREAS, Helen Bell returned to the City of Orange in December of 1995 as
the newly appointed Director of Finance after previously serving as the City's Revenue
Manager and Assistant Director of Finance in the mid-1980s;
and WHEREAS, Helen has been an outstanding guardian of the public's
assets,providing strong leadership on matters of City finance and serving as a trusted advisor
to both the City Council and City Manager for over seven years;
and WHEREAS, Helen is highly respected by her staff, members of
other departments, and peers throughout the California government finance community;
and WHEREAS, Helen has supervised a staff of 38 management, professional
and technical employees where she has created an environment that encourages a team
spirit and motivates employees to excel, while serving as an outstanding mentor and
example to her staff;
and WHEREAS, under Helen's leadership, the City instituted a number of
new procedures and programs, including the creation of a performance-based
budget, the formation of a new investment policy and a new internal audit
program; and WHEREAS, due to Helen's tutelage, the Finance Department
has been recognized with numerous awards from the Government Finance Officer'
s Association,the California Society of Municipal Finance Officers, California Association
of Public Purchasing Officers, and the California Municipal Treasurer's Association
for excellence in budgeting, financial reporting, purchasing and investment
policies; and WHEREAS, Helen is leaving behind her commuter lifestyle and
relocating to Concord, California as their newly appointed Director of Finance. Helen will
be greatly missed but never forgotten by her City of
Orange family.NOW, THEREFORE, BE IT RESOLVED, the City Council of the
City of Orange, expresses sincere appreciation and congratulations to Helen Bell as
she accepts her
newest
