A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO CAPTAIN RALPH YBARRA OF THE CITY OF
ORANGE FIRE DEPARTMENT AND
COMMENDING HIM FOR TWENTY-NINE
YEARS OF LOYAL AND DEDICATED
SERVICE.WHEREAS, Ralph Ybarra began his career as a Fireman with the City of
Orange Fire Department on October 29, 1973. Ralph was promoted to FiremanlPararnedic
on January 27, 1980, and in July of 1984 was promoted to Fire Captain. Through much
of his career Ralph worked as a CaptainlPararnedic;
and WHEREAS, Captain Ybarra was a member of the Hazardous Materials
Response Tearn, a paramedic preceptor, and was involved with the first Fire Explorer
Academy which provided leadership to many young Explorers who eventually becarne
firefighters;
and WHEREAS, in 1984 he received the Award of Valor for his actions at the
scene of a horrific near fatal accident and multiple vehicle fire, and in 1993 he received
the Award of Merit from 'the combined Rotary Clubs of Orange;
and WHEREAS, Captain Ybarra was instrumental, through statistical studies,
in plac,ement of pararnedic units and later played a key role in implementation and
location of the Rescue Transport Prograrn;
and WHEREAS, Captain Ybarra was an active board member of the Orange
City Firefighters Local 2384 for several years and was a valuable member of the Orange
Fire Department and will be
missed.NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of Orange that Captain Ralph Ybarra be recognized and congratulated for his
twenty-nine years of loyal and dedicated service to the City of Orange and that the City
Council on behalf of all the citizens of Orange wish Ralph and his wife Nancy a long,
happy and
healthy retirement.ADOPTED this 25th day of
