Chapman Avenue, Orange, California. 4:00 P.M. SESSION 1. OPENING 1.1 PLEDGE OF ALLEGIANCE TO THE FLAG 1.2 ROLL CALL COUNCIL PRESENT - Spurgeon, Barrera, Mayor Beyer, Coontz, Murphy ABSENT - None PLANNING COMMISSION PRESENT - Bosch, Cathcart ABSENT - Smith, Walters, Pruett NOTE: Commissioner Smith arrived at 4:45 p.m.1.3 APPROVAL OF MINUTES - None 1.4 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None 1.5 PROCLAMATIONS - None 2. CONSENT CALENDAR 2.1 Declaration of City Clerk Marilyn J. Jensen declaring posting of City Council agenda of a regular meeting of May 31,1994, at Orange Civic Center, Main Library, Police facility at 1107 North Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a public record in the Office of the City Clerk.2.2 Request Council approve agreement with Oricom Group as developers and administrators for State Grant Funds of $36,859. 00 as awarded in the Used Oil Recycling Block Grant Program (A2100.0.Agr.2224)FISCAL IMP ACT: None ACTION: Authorized Mayor and City Clerk to execute agreement on behalf of the City.PAGE 1 CITY COUNCIL MINUTES May 31, 1994 2. REPORTS FROM CITY MANAGER 7.1 Discussion of the preliminary Seven- Year Capital Improvement Program.The City Manager gave a brief introduction.The Assistant to the City Manager reviewed the 1994-95 CIP Projects.The Assistant City Manager reported on the deferred computer projects.The Assistant to the City Manager reviewed the future CIP project plans.It was reported the Planning Commission will meet during its regular meeting on June 6th to consider the CIP/General Plan Conformity finding. The City Council wilI conduct a public hearing on June 14th at 7:00 P.M. which will include the CIP projects.7.2 Discussion of the draft Affordable Housing Plan.The Manager of Community Planning presented an overview of the purpose and process of the plan. A review of the draft plan including key elements with incentives and the development review process was discussed.Bob Bennyhoff, 10642 Morada Drive, questioned whether or not there should be a maximum density allowed per acre.PAGE 2 CITY COUNCIL MINUTES May 31, 1994 7. REPORTS FROM CITY MANAGER (Continued) Mayor Beyer commented he had received a phone call on May 31, 1994 from Tom Daly, Building Industry Association, notifying the Council the BIA would not attend the 4:00 P.M. work study session. However, they have reviewed the proposed Affordable Housing Plan and think it is a good plan and will support it. They appreciate the City's efforts in developing this plan and wiIl be forwarding specific comments in writing at a later date. MOTION SECOND AYES Murphy Spurgeon Spurgeon, Barrera, Mayor Beyer, Coontz, Murphy Moved to direct staff to initiate a formal public review process starting with a public hearing by the Planning Commission.8. LEGAL AFFAIRS 8.1 RESOLUTION NO. 8307 A Resolution of the City Council of the City of Orange electing to be subject to Public Employees'Medical and Hospital Care Act only with respect to members of the Orange City Fire Fighters,Inc. Local 2384 of the International Association of Fire Fighters, AFL-CIO and setting the employer' s contribution at the amount prescribed by Section 22825 of the Government Code.C2500. 14.3)MOTION SECOND AYES Barrera Coontz Spurgeon, Barrera, Mayor Beyer, Coontz, Murphy That Resolution No. 8307 as introduced be adopted and same was passed and adopted by the preceding vote.9.
