CONSENT CALENDAR 2.1 Declaration of City Clerk Marilyn 1. ADMINISTRATIVE REPORTS 6.1 Discussion of the Orange County Urban Rail Program.The Administrator of Advanced Planning introduced Dave Shuter, Executive Director of the Central Orange County Fixed Guideway Agency who presentated the Urban Rail Program.The Administrator of Advanced Planning reported on the implications the Urban Rail Program will have on the City of Orange.6.2 Discussion of new provisions of the Brown Act.The City Attorney presented the new provisions of the Brown Act.7. REPORTS FROM CITY MANAGER - None 8. LEGAL AFFAIRS - None 10. ORAL PRESENTATIONS - None 11. RECESS The City Council recessed at 5: 17 P.M. to a Closed Session for the following purposes:a. To confer with its attorney regarding pending litigation pursuant to Government Code Section 54956.9(a), to wit:Freedom Newspapers, Inc. vs. City of Orange, Orange County Superior Court Case No. 71-79-44.b.
