Chair Simpson called the meeting to order at 7:00 p.m.

Commissioner Martinez led the flag salute.

All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.

2.1. Approval of ineeting minutes of the Planning Commission of the City of Orange
for the September 9, 2020, Regular Meeting.
A motion was made by Vice-Chair Glasgow and seconded by Commissioner Martinez,
that the Consent Calendar be approved as presented. The motion carried by the
following vote:
Ayes: Simpson, Glasqow, Martinez, Vazquez, and Willits
Noes: None
Absent: None

5.1. Public Hearing: Conditional Use Permit No. 3120-20, Futures Academy, 3111 N.
Tustin Street, Suite 240
Tiffany Chhan, Planning Aide, gave a presentation consistent with the staff report.
David Moss, applicant, spoke on behalf on the project.
Tiffany Chhan, Planning Aide provided an overview of the project consistent with the
staff report. Ms. Chhan suggested that the Commission include an additional condition
of approval requiring the surrender of the applicants original Conditional Use Permif.
David Moss and Joseph Pangilnan, consultants, spoke on behalf of the project.
Lindsey LeBlanc, Brett Vasicek, and Janee Johnson, were also available to answer
questions.
The Commission had questions about the following:
• The maximum student enrollment and how many students will be on campus
at one time?
• Whether students would be dropped off or allowed to drive themselves to the
facility?
� The total number of employees and whether they anticipate that all of the
employees may be on campus all at one time?
• Whether special events will be held on-site?
• If the school facilities would ever be or sub-leased by a third-party?
• Whether parking spaces would be marked and assigned to the school or if it
is open parking?
Chair Simpson opened the public hearing.
Anna Pehoushek, Assistant Community Development Director stated no comments

were received for this item.
Chair Simpson closed the public hearing.
A motion was made to adopt Planning Commission Resolution No. 24-20 entitled a
Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3120— 20 allowing an increase of student and staff capacity at an
existing one-to-one instructional learning school to allow up to 32 students, eleven
instructors, and five staff members At 3111 North Tustin Street, Suite 240, subject to
the conditions and findings in the staff report, with the added condition to surrender
their previous conditional use permit.
