RES-9905 Loyal Service Appreciation For Andy RomeroRESOLUTION NO. 9905 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO CHIEF ANDY ROMERO OF THE POLICE DEPARTMENT AND COMMENDING HIM FOR SIX YEARS OF LOYAL AND DEDICATED SERVICE WHEREAS, following his seryice as Chief of Police with the Bell Gardens Police Department, Andy Romero began his career as the Chief of Police with the City of Orange on July 13,1998; and WHEREAS, prior to him serying with the Bell Gardens Police Department, Chief Romero had served 27 years with the Orange County Sheriffs Department, where he retired at the rank of Captain; and WHEREAS, upon being selected as the Chief of Police, Chief Romero instilled a unified and coherent leadership philosophy providing stability within the organization, which had undergone turmoil and change. His experience and guidance secured the energy and spirit of the Police Department, and reestablished a sense of pride among its members who serye the City of Orange; and WHEREAS, Andy saw that crimes committed by our youth not only impacted the community, but children and families were affected as well. He oversaw the creation of a Youth Services Bureau, whose charter remains to enhance and foster a positive relationship with our youth, and to create an alternate choice for those children and their families who are at risk of becoming involved in, or impacted by, criminal behavior; and WHEREAS, following the attacks occurring on September 11, 2001, Andy saw that the Police Department assumed its proper role in protecting our citizens, employees and the environment from acts of terrorism or disaster by developing a Homeland Security and Emergency Operations Program intended to assist City management with improving the City's abilities to better prepare, respond, and manage such an incident; and WHEREAS, Andy directed the Police Department's attention to ensuring that the agency remained a leader in technology and wireless communications, and provided police personnel access to the most current technology whether working within the police department, dispatch center, or in a patrol car; and WHEREAS, under Andy's direction, the Police Department acquired equipment that enhances the department's ability to better seryice the community, such as the Mobile Command Post, SWAT truck, BMW police motorcycles, Firearms Simulation Training System, and GPS technology for the Patrol fleet; and WHEREAS, Andy foresaw identity theft as a growing threat to the public and he focused the Police Department's attention on the need to utilize a multi-faceted approach,which included redistributing personnel within detectives, improved training for police employees and the public, and better coordination of investigations with other police agencies; and WHEREAS, professionalism, leadership and commitment to the community have been the themes of Andy's career as the Chief of Police of the Orange Police Department; and WHEREAS, Chief Andy Romero has announced his decision to retire from the City of Orange effective July 30, 2004.NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Orange expresses sincere appreciation and congratulations to Andy Romero for his six years of loyal and dedicated seryice to the City of Orange, and wishes Andy and his wife Pauline, a happy and fulfilling retirement.ADOPTED this 24th day of August, 2004 G-YPt ity of Orange ATTEST: M~-I, MARY E.
