A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE TEMPORARILY CLOSING
SHAFFER STREET FROM CHAPMAN AVENUE TO
ALMOND AVENUE, FROM 4:00 P.M. TO 9:30 P.M.
FRIDAY, NOVEMBER 5,2004; AND 11:00 A.M. TO
9:30 P.M. ON SATURDAY, NOVEMBER 6, 2004, FOR
A SPECIAL EVENT AT ST. JOHN'S LUTHERAN
CHURCH.
WHEREAS, Vehicle Code Section 21100(f) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closing is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closing; and
WHEREAS, St. John's Lutheran Church as requested a temporary closure of a section of
Shaffer Street, and
WHEREAS, the Church has agreed to comply with the regulations governing parties in
public places that alcoholic beverages on public streets are a violation of the law, loud or
offensive music will lead to the revocation of their permits, it is the applicant's responsibility to
clean the streets after the event, and to maintain 12 ft. of unobstructed access for emergency
vehicles; and will provide a sketch to the City Traffic Engineer showing proposed location of
barricades including closure of the westbound left-turn lane on Chapman Avenue at Shaffer
St.,and provide written notice to adjacent businesses and residents of the event and the
street
closure.NOW, THEREFORE, the City Council of the City of Orange does resolve as
follows:That Shaffer Street from Chapman Avenue to Almond
Avenue be closed from 4:00 p.m. to 9:30 p.m. on Friday, November 5'
