08.17.2020 Library Board of Trustees Minutes - ApprovedORANGE PUBLIC LIBRARY BOARD OF TRUSTEES Approved 9/21/2020 MINUTES Monday, August 17, 2020; 3:30 p.m. 1. Call to Order (3:31pm) 1.1. Roll Call Present: Steve Freeman, Patti vanVoorst, Peggy L. Calvert, Susie Huber Absent: Rebecca Martinez 1.2. Approval of Meeting Minutes dated February 24, 2020 Motion: Calvert Second: vanVoorst Ayes: Freeman, vanVoorst, Calvert, Huber 2. Friends of the Orange Public Library Report (Kathleen Stevens) 2.1. The Board has been meeting monthly. 2.2. Preparing re-opening plans to adhere to social distancing guidelines for when the Library re-opens. 2.3. Significant drop in revenue with the store closed. Internet sales are good, and the 10 cent books are going well. Memberships are up thanks to the flyers and membership applications going out with the curbside pickups. 2.4. Give 65 fundraiser event brought in $3,000. 2.5. Creating a Friends website, should be available in the next week: www.foplca.com. 3. Orange Public Library Foundation Report (Lynn-Marie Frediani) 3.1. The Board is meeting bi-monthly. 3.2. Planning an online fundraiser in October. 3.3. Planning a separate fundraiser with the funds going directly to the Library (possibly for laptops). 3.4. Lynn-Marie has cut back her hours to 15 hours/week. 3.5. Outreach at the Farmers Market is one Saturday each month. 3.6. Seed Library: trying to find a vendor to provide them with seeds, inventory is low all over. 4. Public Comment (none) Opportunity for the public to address the Library Board on matters not listed on the Agenda. Members of the public can submit their comments in writing for the Board’s consideration by sending them to LBOTpubliccomment@cityoforange.org. 5. Library Director’s Report 5.1. Updates 5.1.1. Library closed to the public on 3/16/2020. Since then the Library has worked hard to bring services to its patrons, such as curbside pickup and virtual programs. 5.1.2. Four part-time Pages resigned; these positions are not being replaced due to budget cuts. 5.1.3. Current recruitments: full-time Librarian III and Tech Specialist. 5.1.4. Receiving two grants from the State ($75,000 each) for Early Learning and Out of School. Funds will support one 30-hour PT Position for Children’s Services. 5.1.5. Curbside service has been doing very well with an average of 80 pickups per day. The Library plans to extend the hours to: Monday & Tuesday 10am – 6:30pm, and Wednesday through Friday 10am – 5pm (previous was M-F 10-4). Orange Public Library Board of Trustees Minutes – August 17, 2020 Page 2 of 3 5.1.6. To better serve the patrons, hold limits were increased by 50%. Library Cards will be issued. This will assist patrons trying to use some online services. 5.1.7. The current return date for materials is 8/31/2020. The Library will not be extending or pushing this date out any further, instead they are asking patrons to return their items by their due date. This will allow items to be circulated in a timely manner. All items returned are going into a 4-day quarantine. 5.1.8. Staff is creating a FaceBook page for the Library. 5.1.9. The Library’s website has been updated; current events will appear in the banner and a new catalog has been implemented. 5.1.10. Sons of Italy donated $1,000 to the Library. 5.1.11. Children’s Garden project is moving along. The next step is to determine if the City can do this work or if it has to go out for bid. 5.1.12. Staff has started virtual storytimes on Instagram and YouTube. 5.1.13. The State is providing a second $5,000 grant for downloadable materials. 5.1.14. The Library is getting a new plotter for printing large materials/posters. 5.1.15. Due to the closure, Literacy will need to push recruiting tutors once the Library re- opens. 5.1.16. Staff has been assisting other City Departments in various capacities. 5.1.17. Summer Reading Club was all online. 5.1.18. Lunch at the Library was at El Modena and this year it was extended by 2 weeks. Over this period, 1,107 lunches were served – this program has been very successful at the ElMo Branch. 5.1.19. The Main Library and El Modena Branch will serve as voting locations this year. All three locations have large ballot drop boxes outside. 5.1.20. El Modena is hosting two blood drives (via bloodmobile) one in September & one in October. 5.1.21. History Walk plaques at Main have been replaced. 5.1.22. Added two Ukulele’s to the collection. 5.1.23. The book return bins at all three locations got graphic vinyl wraps added. The Friends donation box got one too. 5.1.24. No date as to when the Library will re-open. Waiting for guidelines from the State/County. The Library has a plan in place to re-open as soon as conditions allow. 5.1.25. City departments were asked to cut another 5% from their budget. 5.2. Financial Report – The Library was able to save the City funds per budget cuts. 6. Board Reports 6.1. Report from Chair Freeman 6.1.1. Welcome to newest Trustee Susie Huber. Trustee Huber also serves on the Friends of the Library Board. 6.2. Reports from Trustees 6.2.1. Trustee Calvert was happy to hear the Library added two more ukuleles to the collection. 6.2.2. Trustee vanVoorst informed the Board about loitering and overnight parking issues at the El Modena Branch parking lot during the closure. She reported it to OPD and asked Director Curtis to follow up and let the Board know what happens. She is concerned that this will continue after the Library re-opens. She has been an Orange resident since she was 10 years old. She was a teacher for OUSD, and a Library Media Specialist at a charter middle school; she retired a year ago. 7. Old Business (none) 8. New Business 8.1. Policy Update: Art Wall Display – the public art is moving from Main Library to El Modena Branch Library. Motion: Calvert Second: vanVoorst Ayes: Freeman, vanVoorst, Calvert, Huber 9. Annual Meeting 9.1. FY20/21 Regular Meeting Schedule approved with correction for February, it should read February “22” (not 15). Motion: Freeman Second: Calvert Ayes: Freeman, vanVoorst, Calvert, Huber 9.2. Board Annual Term Elections 9.2.1. Nomination for Chair and Vice Chair were combined and recommended to maintain the current roles with Steve Freeman as Chair and Rebecca Martinez as Vice Chair. Motion: Huber Second: Calvert Ayes: Freeman, vanVoorst, Calvert, Huber 9.3. Goals: Ongoing Actions & Activities FY 20/21 – Chair Freeman would like the Board to start thinking about Objectives. Trustee Calvert said it would be helpful to have specific activities listed with a name attached to it (who will be working on that item/goal). She also suggested adding History Center art/photos as #4 and asked Director Curtis to provide wording for this. Chair Freeman suggested adding a line to help Literacy. He would like to bring this item back next month for further discussion and approval. 10.
