RES-9895 Loyal Service Appreciation for Jerry W BaileyRESOLUTION NO. 9895 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO JERRY W. BAILEY OF THE PUBLIC WORKS DEPARTMENT AND COMMENDING HIM FOR MORE THAN THIRTY-FOUR YEARS OF LOYAL AND DEDICATED SERVICE WHEREAS, Jerry Bailey began his career with the City of Orange on April 30, 197Q at an entry level Draftsman Engineer position in the Public Works Department and received promotions to Junior Civii Engineer, and AssistanUAssociate Civil Engineer through 1989; and WHEREAS, Jerry retumed to college with the encouragement of then Public Works Director and past City Engineer, completing a Bachelors Degree in Civil Engineering and a Masters Degree in Public Administration with Public Works emphasis; and WHEREAS, in between the completion of the two degrees Jerry passed the Professional Engineering Registration Examination and received his license from 'rhe State of Califomia as a Professional Civil Engineer on August 21, 1987, and was promoted to Senior Civil Engineer on July 2, 1989, to officially direct the Public Works DepartmenYs Engineering Design Section; and WHEREAS, with the support and encouragement from the Fublic Works Director/City Engineer, and Assistant City Engineer, Jerry was promoted to Principal Civil Engineer on July 1, 2001, to provide broader direction of the Design Section budget and Capital Improvement Projects development; and WHEREAS, he aggressively pursued grant funding sources at an average annual rate of approximately $10 million dollars per year for the last seven yeazs of his cazeer with the Public Works Department, and WHEREAS, having lived in the City of Orange for a period of approximately 26 years and able to easily recognize public infrastructure needs, Jerry has always given first priority to the quality of]ife and safety of the citizens of Orange in the performance of his duties. He has represented the City of Orange Public Works Department in the early stages of the Leadership Orange Program, numerous Orange Unified School District Career Day presentations, and two years (1996-1998) with the American Public Works Association's High School Cazeer Guidance Program in partnership with El Modena High School; and WHEREAS, his leadership in the City's Public Works Department has made Orange a better place to live through ensuring safe roadways, strategically placed flood protection facilities, and upgraded sanitation facilities among the hundreds of projects he has worked on in his 34 years with the City, he has unselfishly passed along to past and present Engineering Staff the benefits of his education, skills, and experience by providing them with on-the job training and career development; and WHEREAS, Jerry's decision to retire will leave the City with une less source of experience and history but at the same time will leave an engineering staff of exceptional quality and organizational skills that will serve the City of Orange well into the future. NOW, THEREFORE, BE IT RESOLVED that the City Council, on behalf of the employees and citizens of the City of Orange, hereby expresses ta Jerry W. Bailey sincere appreciation for over 34 years of loyal and dedicated service and wishes Jerry ahappyandfulfillingretirement. ADOPTED this 27`h day of July, 2004. Mar A.
