A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO STEVEN P. SMITH OF THE PUBLIC WORKS
DEPARTMENT WATER DIVISION AND
COMMENDING HIM FOR MORE THAN THIRTY
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, Steve Smith began his career with the City of Orange in January of 1974
as a Junior Civil Engineer in the Water Department; and
WHEREAS, in August, 1976 Steve was promoted to Assistant Civil Engineer; and
WHEREAS, in July, 1987 he was promoted to Associate Civil Engineer; and
WHEREAS, in January of 1992 was promoted to Assistant Water Manager of the
Water Division of the Public Works Department; and
WHEREAS, in February of 1999 Steve was promoted to his current position of Water
Manager of the Water Division ofthe Public Works Department; and
WHEREAS, Steve is a registered Civil Engineer and holds a Bachelor's Degree in
Civil Engineering from California Polytechnic Institute at Pomona. He is an active participant in
the City of Orange Chapter of the National Management Association (NMA), having served on
the Board of Directors as Vice President and President; and
WHEREAS, it has been said that Steve's greatest asset is a knack for effective
communication and negotiation. He has a great combination of tact, humor, determination,
technical knowledge and common sense that enables him to interact well with contractors,
developers, consultants and co-workers on a consistently productive basis;
and WHEREAS, Steve is an outstanding economizer, always looking for less
expensive alternatives. He has made many cost-saving recommendations and innovations
in Water operations that have benefited the residents and businesses
of Orange.NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Orange, on behalf of the employees and citizens of the City of Orange, hereby
expresses to Steven P. Smith sincere appreciation for over 30 years ofloyal and dedicated service
and wishes Steve and his wife, Kathy, a happy and
