RES-9890 Loyal Service Appreciation for Roy PetersonRESOLUTION NO. 9890 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO SERGEANT ROY PETERSON OF THE ORANGE POLICE DEPARTMENT AND COMMENDING HIM FOR OVER TWENTY-ONE YEARS OF LOYAL AND DEDICATED SERVICE TO THE CITY OF ORANGE.WHEREAS, Roy Peterson began his illustrious law enforcement career with the City of Placentia beginning in December of 1977 as a Reserve Officer and continued in that capacity until April 23, 1979 when he was later hired as a full time officer; and WHEREAS, Roy resigned from the Placentia Police Department in order to join the City of Orange Police Department on November 15, 1982; and WHEREAS, Roy was promoted to K -9 Officer on August 19, 1984, and was paired with his legendary crime fighting partner, "Trucker," a 110-pound Rotweiler, and a5 a team, they received many commendations for defusing violent situations and apprehending numerous armed suspects. After three years of faithful service, Trucker was retired, but later went on to father several litters; and WHEREAS, on June 21, 1987, Roy was promoted to Motor Officer, he continuously maintained above average statistics and was the primary instructor for teaching new Motor Officers to ride. In addition, he drafted the Department's Motor Officer Training Manual and earned a reputation as a hard worker who enforced traffic laws fairly and without hesitation. He was also the Hazardous Materials Liaison to the City of Orange Fire Department, as well as the Haz-Mat' instructor for many of our Advanced Officer Training sessions, he was promoted to Master Motor Officer that same year; and WHEREAS, on February 11, 1990, Roy was appointed to the position of Training Manager, he was responsible for facilitating all Department training of sworn personnel in order to meet P.O.S.T. standards and requirements and was instrumental in implementing an "in-house" Advanced Officer Training Program, one that is still utilized to this day. As part of his extended duties, Roy conducted many background investigations and was also a Reserve Coordinator within the Department's Reserve Program; and WHEREAS, On March 9, 1992, Roy was promoted to Sergeant and served as a Field Supervisor within the Patrol Division, he was immediately given the ancillary duty of K-9 Sergeant, due to his prior experience, Roy quickly established a favorable rapport among line level personnel and was respected for his easygoing disposition, level of fairness, and the knowledge he often imparted to others; and WHEREAS, On May 19, 2002, Roy was assigned as the Administrative Sergeant, he quickly adapted to the hectic and often time-sensitive schedule of the Personnel and Training Unit and was responsible in overseeing the recruitment, hiring, and processing of personnel, as well as the continued WHEREAS, Sergeant Roy Peterson will be retiring from the Orange Police Department on July 3,2004, and plans to enjoy time with his family, as well as traveling, fishing, hunting, and, of course, riding his Harley- Davidson.NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange,does hereby commend Sergeant Roy Peterson for his combined 25 years of distinguished and honorable service within law enforcement and to the Orange Police Department and citizens of Orange.ADOPTED this 22nd day of June, 2004.
