A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING
APPRECIATION TO LEROY D. STRIEGEL OF
THE PUBLIC WORKS DEPARTMENT AND
COMMENDING HIM FOR MORE THAN 35
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, LeRoy Striegel began his career with the City of Orange in January of 1969
as a Custodian in the General Services Department. He was later promoted to Custodial Services
Leadman, to Custodial Services Coordinator, to Custodial Services Supervisor arId to Facilities
Services Supervisor. In 1993, LeRoy was transferred to the Community Services Department and,
among his other duties, volunteered to take on the Graffiti Removal Position for the City of Orange.
The Graffiti Removal Team has kept graffiti from becoming a blight in the City of Orange and is a
model for several Orange County and Los Angeles County Cities. The City of Orange is recognized
by the California Police Departments as one of the most efficient Graffiti Removal Programs in the
State.
WHEREAS, in 2000 LeRoy transferred to the Public Works Department, where he
introduced many innovative and cost-effective maintenance methods that benefited the residents
and businesses of the City of Orange, including a custodial contract with over 180 pages
of specifications;
and WHEREAS, in February 1960 LeRoy began his career with the United States Navy,
and served a total of 35 years. His highly decorated career with the Department of Navy took him
to many places around the world including Yokosuka, Japan. He served on the USS McKean as
a Naval Reservists Hospital Combat Corpsman earning the nickname "Little Doc" from the
Marines with whom he served. LeRoy was called to active duty during many uprisings, including
Desert Storm. LeRoy served his Country and his City with the same enthusiasm and dedication
throughout his dual careers;
and WHEREAS, in 1973, LeRoy took aim at his third career by attending Fullerton
Junior College majoring in Radiology. In 1975, he served his internship at Long Beach Naval
Regional Hospital. LeRoy earned both his State and Federal Certification as a Radiological Technologist;
and WHEREAS, LeRoy was involved in numerous professional organizations,
including American Institute of Maintenance, Junior Chamber of Commerce, i\merican Registry
of Radiological Technologist and California State Radiological Technologist; and was instrumental
in the initial startup and development of the City of Orange Chapter of the National
Management Association (NMA), served on the Board of Directors as a Vice President and Charter
Member.LeRoy also served on various City committees including the Emergency Service Preparedness,
and Slice of Orange as a cameraman, and Blue Cross Safety Committee member, and Orange
Police Dept Citizen Police Academy
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange,
on behalf of the employees and citizens of the City of Orange, hereby expresses to LeRoy D.
Striegel sincere appreciation for over 35 years ofloyal and dedicated service and wishes LeRoy and
his wife, Darlene, a happy and fulfilling retirement.
