an Adjourned Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,

of October 3,1995 at Orange Civic Center, Main Library,Police facility at 1107 North
Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before commencement
of said adjourned regular meeting.ACTION: Accepted Declaration of Agenda

6. ADMINISTRATIVE REPORTS
6.1 Joint discussion with the Orange Redevelopment Agency regarding a development
proposal for The City Shopping Center.
Jerry Engen and Steve Jacobson, representating The Mills Corporation gave a slide presentation
of their projects which are owned and operated in Vrrginia, Philadelphia, Chicago and Fort
Lauderdale. It was indicated the development of the City Shopping Center will translate into
significantly higher sales tax revenues to the City, increases in property tax increment from
property improvements and hundreds of new employment opportunities, full and part-
time.The Interim City Manager reported the MOU does not obligate the City to contribute
any financing or in-kind contributions. It sets out the intent of the City, Redevelopment
Agency and the Developer to meet and negotiate in good faith in the development of an
Owner Participation Agreement that may determine the feasibility of th~ project and any contribution the
City might make to help ensure the development's success. As part of these negotiations, an
ErR, traffic study, and cost-benefit analysis will be completed to give reassurances to the
City and the Developer that this will be
a successful venture.The

6.3 Bike Trail proposal - abandoned Southern Pacific Railroad easement, Glassell to South City
limits.Jim
Konopka, representing Cal Trans described the events, such as conducting public work shops to
receive public comments, that led up to the bike trail proposal. A video was presented which showed
other communities that have developed bike trails.7.
