RESOLUTION NO. 10038
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO GARY W ANN, COMMUNITY SERVICES
DIRECTOR, FOR MORE THAN 30 YEARS OF
LOYAL AND DEDICATED SERVICE TO THE CITY
OF ORANGE.
WHEREAS, Gary Wann became a permanent City of Orange employee in the Personnel
Department in 1977 after working five previous summers for the Community Services
Department. In 1983, he served as Acting Personnel Director for a year and a half and 5 years as
a Senior Personnel Analyst. In 1989, he was appointed Community Services Director; and
WHEREAS, in August 1993, the City Council authorized Gary to assume management
responsibility of both the Community Services and Library Departments, combining the two
areas into one single department of over 200 employees. Gary, honored in 2002 as "A Man of
Many Hats" was recognized for his leadership in the Library Department tor renovating two
libraries, increasing public awareness of the many services offered by Library Services, guiding
the Orange Public Library Board of Trustees and establishing the City of Orange Public Library
Foundation; and recognized for his leadership in the Community Services Department for
establishing the Community Foundation of Orange, the Park Planning & Development
Commission, and establishing many new programs; and
WHEREAS, Gary, always putting Orange's children first, established and developed
five new parks during his tenure as Community Services Director, including Pitcher Park,
Belmont Park, McPherson Sports Facility, Grijalva Park at Santiago Creek and Serrano Park, as
well as overseeing the renovation of many older parks, including Olive Park and Veterans
Memorial at Depot Park. Gary also directed the implementation of new Special Events,
including Uncle Sam's 3'd of July Celebration, Treats Through the Streets Autumn Festival and
the Tree Lighting Ceremony, and established joint use agreements with the Orange Unified
School District, Rancho Santiago Canyon College and Chapman University; and
WHEREAS, Gary also takes pride in his accomplishment of being one of several City
employees who created and developed the City of Orange Chapter of the National Management
Association and was recognized as Manager of the Year in June 1995; and
WHEREAS, Gary, being the Quarterback of the Community Services Department, is
famously notorious among his City friends for his quirky and comical "Wannisms," including
House of Hope," "Jan, what time is my three o'clock meeting?" and his very latest, "Life is too
short to worry about a tub of goo, 1 have BCS standings to worry about".
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Orange, on
behalf of the citizens of Orange, hereby commends and congratulates Gary Warm for his
exceptional service to the City of Orange, and wishes Gary a long and happy retirement with his
wife Terri and continued enjoyment in the lives and activities of his children Ryan and Lindsay
and grandson Matthew.
