RES-10034 Christmas Holiday Closure 2005RESOLUTION NO. 10034 I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REGARDING THE 2005 CHRISTMAS HOLIDAY CLOSURE. WHEREAS, in the calendar year 2005, the holidays of Christmas and New Year's Day fall on Sundays and are currently provided to City employees as paid holidays; and, WHEREAS, in accordance with current Resolutions and Memoranda of Understanding between the City of Orange and Top Management employees and all recognized employee organizations, other than the City of Orange Police Association and Orange City Firefighters Union, City employees are entitled to one day of paid holiday leave on the following Monday i.e., December 26, 2005) since Christmas falls on a Sunday; and, one day of paid holiday leave i.e., Monday, January 2,2006) since New Year's Day falls on a Sunday as well; and WHEREAS, the City Council wishes to express its sincere appreciation to City employees for their dedicated service to the City and its citizens throughout the year; and WHEREAS, the City Council recognizes the value of time spent with families during the holiday season; and WHEREAS, City services, except public safety and library services, are all closed on Monday, December 26,2005, Friday, December 30, 2005, and Monday, January 2,2006; and WHEREAS, the City Council wishes to effectively accommodate time-off requests by City employees during the holidays NOW, THEREFORE, BE IT RESOLVED, tha~ the City Council of the City of Orange does hereby grant the following: An additional one-half day of paid holiday leave on Thursday, December 29,2005 to each full-time employee as follows: I 40-hour employees shall accrue a total of one-half day for said holiday benefits, and 24-hour shift employees shall accrue a total of 6 hours, and Regular part-time employees' benefits shall be based on pro-ration of hours; and This Resolution shall be applicable only to calendar year 2005; and Notwithstanding public safety and other emergency call-out services, City facilities will be closed at the end of the business day on Friday, December 23, 2005 through Monday, January 2, 2006. The City will return to full service on Tuesday, January 3,2006; and The City's public libraries (Taft Branch Library, and El Modena Branch Library) will remain open during the week of Tuesday, December 27th through Friday, December 30th with a reduced operating schedule of 10:00 a.m. to 6:00 p.m.; and City employees will be required to utilize their own accrued paid leave hours (i.e., vacation, compensatory time, holiday compensatory time, administrative leave, TRP leave, and/or floating holiday) to cover the holiday closures on Tuesday, December 27, Wednesday, December 28, and half-day on Thursday, December 29,2005 BE IT FURTHER RESOLVED that those members of the Police and Fire Departments described in Resolution Nos. 9385 and 9387 respectively shall receive an additional one-half day of holiday leave which can be utilized by such personnel upon approval of appropriate Police and Fire supervisors.
