RES-10011 Loyal Service Appreciation for Jorge DesouzaI I RESOLUTION NO. 10011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO DETECTIVE JORGE DESOUZA OF THE ORANGE POLICE DEPARTMENT AND COMMENDING HIM FOR TWENTY-FIVE YEARS OF DEDICATED SERVICE. WHEREAS, Detective Jorge DeSouza started with the Orange Police Department on January 23, 1980 as a reserve police officer. On September 2nd of that year, he became a full time police officer. Prior to coming to Orange, he worked for four years in law enforcement in the City of Chicago as an officer for the State of Illinois Department of Mental Health. WHEREAS, Jorge worked in the Traffic Bureau on the DUI Team, and his Detective Division assignments have included robbery/homicide, narcotics, property crimes, three years working undercover as a Drug Enforcement Administration (DES) Task Force Officer, and his current assignment as a Background Investigator. WHEREAS, while assigned to the DEA Task Force, Ray Tripicchio, Supervisory Special Agent wrote that "Jorge has exhibited the highest standards of professional excellence and dedication to duty. His leadership and enforcement expertise have made him a major contributor to this cooperative drug enforcement." WHEREAS, Jorge has been described as meticulous and tenacious in the manner in which he approaches his investigations, and is an outstanding investigator who conducts complete and thorough investigations. Victims have commended him as well as his supervisors for solving complex cases. WHEREAS, Jorge has been distinguished with various honors during his tenure in Orange, including "Hispanic Officer of the Year", the Officer of the Year Award by his peers, and the Award of Distinction for the investigation, prosecution, and conviction of numerous high profile homicide cases. The Orange County Narcotic's Officers' Association selected Jorge as the Narcotics Officer of the Year, and while Jorge was a member of the unit, OCNOA named our city as "Narcotics Unit of the Year" in 1998. NOW, THEREFORE, BE IT RESOLVED that, I, Mark A. Murphy, Mayor of the City of Orange on behalf of the City Council of the City of Orange appreciate the long and dedicated service of Detective Jorge DeSouza and commend him for his twenty-five years on the Orange Police Department, and offers best wishes for a long and happy retirement.
