A RESOLUTION OF THE ORANGE CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO ACCEPT
A COMMUNITY-BASED
TRANPORTATION PLANNING PROJECT GRANT FOR $232,072
FROM THE CALIFORNIA DEPARTMENT
OF TRANSPORTATION, DIVISION
OF TRANSPORTATION PLANNING (CALTRANS)
AND APPROPRIATE THE FUNDS TO PAY FOR
AN UPDATE TO THE SANTA FE DEPOT
SPECIFIC
PLAN.WHEREAS, the City of Orange desires to accept and appropriate a grant in the amount
of 232,072 from the California Department of Transportation, Division of Transportation
Planning Caltrans) for the purpose of implementing a community-based transportation planning
project titled the Santa Fe Depot Specific Plan
Update; and WHEREAS, Caltrans has approved said grant in the amount of $232,072
from its Community-Based Transportation Planning Grant program to fund an update to the
Santa Fe Depot
Specific Plan; and WHEREAS, the Santa Fe Depot Specific Plan Update will consider
adjustments to the existing Specific Plan area boundaries, development intensity, land
use designations, and development standards in order to foster a symbiotic relationship between land
use and multi-modal transit facilities as a means of working toward reducing regional
traffic congestion and addressing housing and economic needs in the
community and sub-region; and WHEREAS, the grant funds will be used to develop a
comprehensive plan that supports a mix of complementary uses and multi-modal
transportation network, and contributes to the integration of the Santa Fe Depot area
with the surrounding business district, residential
neighborhoods, and Chapman University campus; and WHEREAS, the Caltrans funding will assist the City of
Orange in developing a plan that provides a policy framework that encourages a safe
and attractive pedestrian, transit, and bicycle environment that supports patterns of activity that
reduce dependency on single occupancy vehicles.WHEREAS, the grant specifies that a total of$60,000
be allocated to an extcnsive public outreach and community participation effort to seek input from
the public, Metrolink, and the Orange County Transportation Authority regarding
the desired development and community characteristics,as well as transit agency insight for integration into the updated
Santa
Fe Depot Specific Plan area;and WHEREAS, the City is providing a $25,000 match in
the form ofin-kind staff services and an additional $25,000
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Orange as
follows:
Section 1.The foregoing recitals are true and correct.
Section 2. The City Council authorizes the City Manager to accept $232,072 in ICaliforniaDepartmentofTransportation, Division of Transportation Planning (Caltrans)

funds.Section 3. The City Council appropriates the $232,072 in grant funds to the
Community Development Department Comprehensive and Advance Planning Division Account Number

6011-426700-9799.Section 4. The City of Orange will comply, where applicable, with
provisions of the California Environmental Quality Act, and any other federal, state, and/or local laws,
rules
and/or regulations.Section 5. The City Council authorizes the City Manager or his
designee to negotiate grant terms, appropriate revenue, make expenditures, and take all other
actions necessary in accordance
with this Resolution.Section 6. All documents shall be reviewed and approved by the City
Attorney's Office prior to execution, and all copies will be placed on file with
the City Clerk.ADOPTED this 26th day
