A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO FRANK SCIARRA OF THE CITY TRAFFIC
COMMISSION AND COMMENDING HIM FOR
OVER SIXTEEN YEARS OF LOYAL AND
DEDICATED SERVICE
WHEREAS, Frank Sciarra was appointed by the City Council to the City Traffic
Commission in September 1988, He exemplifies all that is best about community
service, volunteerism and taking action to make a positive difference in the City of
Orange; and
WHEREAS, in his 164 meetings over the past sixteen years on the commission,
Frank provided valuable input on a wide array of topics, A few of the highlights include
neighborhood preservation studies for Briardale, Handy Street, Palmyra and Adams
Avenue neighborhoods; removal of commercial parking on arterial highways, approving
the placement of 13 school crossing guards; approving installation of 42 STOP signs and
6 traffic signals; approving 24 new or expanded permit parking areas; establishing the
City's Residential Neighborhood Traffic Management Program, and, most recently,
working on the City's ordinance regulating the parking of recreational vehicles on public
streets; and
WHEREAS, as a long-time Orange resident, with careers in insurance sales
and real estate, Frank spent many hours of his own time reviewing Traffic Commission
items and also traffic concerns of citizens who contacted him directly;
and WHEREAS, in spite of this, he still found time to enjoy many rounds of golf
and participate heavily in the Rotary Club, Frank's good-natured sense of humor
was an important part of commission meetings and will
be missed,NOW THEREFORE, I, Mark A, Murphy, Mayor of the City of
Orange, on behalf of the entire City Council, do hereby extend sincere gratitude to Frank
Sciarra for over 16 years ofloyal and dedicated service on the City Traffic Commission,
working to help make the City of Orange ready to meet the challenges of
the
future,I ADOPTED this 26th day of
April, 2005,1
