RES-10145 Loyal Service Appreciation for John WhiteleyRESOLUTION NO. 10145 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO LIEUTENANT JOHN WHITELEY OF THE ORANGE POLICE DEPARTMENT AND COMMEND HIM FOR TWENTY-SIX YEARS OF LOYAL AND DEDICATED SERVICE.WHEREAS, John Whiteley began his career with the Orange Police Department on September 8, 1980; and WHEREAS, John was a member of the SWAT (Special Weapons and Tactics) and CSI Crime Scene Investigator) Teams, he was the COPA (City of Orange Police Association)President and under his leadership worked with the department to change the police units to black and whites, adopt improved sidearm options for officers, and developed the gym inside the police department; and WHEREAS, John worked as a theft detective, burglary detective, vice detective,criminal intelligence officer, and major fraud detective. He conducted the Orange Unified School District fraud investigation, which at the time was one of the most complex fraud investigations prosecuted by the Orange County District Attorney's Office; and WHEREAS, John wrote the proposal for the department's Gang Unit and was selected as one of the department's first gang detectives authoring one of the largest search warrants in Orange County history; and WHEREAS, John was promoted to Sergeant on May 5, 1994, and was responsible for conducting the trash investigation wherein the City of Orange was defrauded and subsequently recouped over 20 million dollars. He was promoted to Lieutenant on June 7, 1998, and served as Watch Commander, supervised the CSI Team, Corporals, Explorers, K-9 Unit and Gang Unit.He was assigned as the Administrative Lieutenant on September 5, 2004; and WHEREAS, John has been an instructor at the Golden West College Police Academy,Specialized Investigators' Basic Course Academy and Sergeants' Supervisors' School; and WHEREAS, John allowed his personal battle with leukemia to become the impetus for forming Officers Give Hope, a non-profit organization dedicated to recruiting marrow and stem cell donors for the National Marrow Donor Program's Registry. John has been a member of the Board of Directors for the National Marrow Donor Program since January of2004; and WHEREAS, John has been described by a recent Chief of Police as a " man of honor."He is known for taking a strong interest in training personnel under his supervision. He is a voracious reader who shares pertinent legal cases and updates, along with articles of police interest NOW, THEREFORE, BE IT RESOLVED, THAT, the City Council of the City of Orange on behalf of the citizens of the City of Orange hereby commend and congratulate Lieutenant John Whiteley for his 26 years ofloyal and dedicated service to the City.
