Notice of Funding Availability
The City of Orange is soliciting applications for affordable housing, public facilities and public service
projects under the Community Development Block Grant (CDBG) program for Fiscal Year 2021-2022. The
City receives these funds annually from the U.S. Department of Housing and Urban Development (HUD)
and allocates them for programs and projects to address the needs of low and moderate-income residents.
The deadline to submit an application is October 21, 2020.

SPECIAL NOTICE REGARDING CORONAVIRUS (COVID-19) AND ATTENDANCE AT
PUBLIC MEETINGS
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which
allows a local legislative body to hold public meetings via teleconferencing and to make public meetings
accessible telephonically or otherwise electronically to all members of the public seeking to observe and to
address the local legislative body. Please be advised that some, or all, of the CDBG Committee Members
and staff will participate in meetings via teleconference.
In response to the Governor’s Executive Orders, and to ensure the health and safety of our residents by
limiting contact that could spread the COVID-19 virus, there will be no members of the public in
attendance at the following virtual workshop and public hearing:
CDBG Program Public Workshop - This workshop will review the CDBG program requirements and the
application process.

CDBG Program Committee Public Hearing - This meeting is to collect public input on community needs
and to hear proposed applications for CDBG funds.
