Chapman Ave CY C CFAG'' Qrange, C 92865 RE: Design Review Meeting 9/16/2020, Redevelopment/Rezoning of the 301343 E.Grove Ave Property pear Committee Members; I tive at 20D N.5haffer Street in Orange. The shopping center property at 3Q1-343 E. Grave Ave comes right up to my backyard. I have the following concerns regarding conversivn of the Grove shopping center property into 32,two-story residential condominium units. 1. Incresed qarking on Grove Ave bv the condominium residents spillinover an to Shaffer Street. As it stands nowherare already daily cars that usehafi stretch of Grove in front of the Shopping center to park during the day and overnight. Neighborhood parking will become a reaf problem when 32 unit condo resident owners park their exra cars and visitor cars on Shaffer Street wherthe Grove Ave and Shaffer Park parkingi11s up. Shaffer residents need the parking in front of their houses to put out trash cans and provide parking for fiheir own guests, Can parking prmits be issued as part of the deal to restrict Shaffer St parking ta anly residens living on . Shaffer from MeatsCo Taft? I don't think the Ciy oF 4range really wanks to go to battle with the Shaffer St residents over lost parkingfter the candas have been built. That could be nasty fo-everyone cancerned. 2. Loss of backvard privacY. I have seen how close thewo-story Phase 1 housing development on the 1997 N. Orange Olive Road property is to the backyards of the homs on Shaffer Street. Too close. There is no backyard privacy thais out af view from the condos that back up to Shaffer Street homes. 'he Shaffer home owners , should not be forced to grow natural barriers or spend considerable funds building higher fences to proect their backyard privacy. The two-story complex will make creating the privacy barrier a necessiCy Can naturf barrier or fence be included in the design to protect the pt'ivacy beween the condos and the Shaffer Street backyards? The barrier should be high ertough to pratect backyrd privacy and stop the abiliy of anyone c(imbing over ito someone else'S backyrd. 3. Se tember 16 Desi n Review Co mittee meetin otentiall not o en to the ublic due to CQVID cvnCerns. a 7he meeting should be postponed until the publican be there tv camment in person. Due to thla5ting impact of the proposed zone change artd redeuelopment affecting the Shaffer Street neighborhood it would seem only fairCo allow in person nighbor comrents. Not allowing in person interaction would apper the Design View Gommittee isffording the owner of the property an Grove preferential treatment over the rest of the loca{ community, Please make some safe sociat distancirg allowances for the meeting on September 16 so the local neighbors may attend. I 1`hank ou, --.. is Miller 2000 N.Shaffer St,Orange CA 92865
