RES-10238 Christmas Holiday Closure 2007RESOLUTION NO. 10238 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REGARDING THE 2007 CHRISTMAS HOLIDAY CLOSURE. WHEREAS, in the calendar year 2007, the holidays of Christmas and New Year's Day fall on Tuesdays and are currently provided to City employees as paid holidays; and, WHEREAS, in accordance with current Resolutions and Memoranda of Understanding between the City of Orange and all recognized employee organizations, including Top Management employees, exclusive of the City of Orange Police and Police Management Associations, and the Orange City Firefighters, Local 2384, City employees are entitled to one-half (12) day of paid holiday leave on Christmas Eve (December 24,2007); and WHEREAS, all benefited, full-time City employees are provided with one day of paid holiday leave on Christmas Day (December 25, 2007), and one day of paid holiday leave on New Year's Day (January 1, 2008); and WHEREAS, the City Council wishes to express its sincere appreciation to City employees for their dedicated service to the City and its citizens throughout the year; and WHEREAS, the City Council recognizes the value of time spent with families during the holiday season; and WHEREAS, City services, except public safety and library services, are closed for a half-day on Monday, December 24, 2007 (Christmas Eve), and full days on Tuesday,December 25, 2007 (Christmas Day), Friday, December 28, 2007 ( regular closed Friday),and Tuesday, January 1,2008 (New Year' s Day); and WHEREAS, the City Council wishes to effectively accommodate time-off requests by City employees during the holidays NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Orange does hereby grant the following:An additional one-half (1/2) day of paid holiday leave on Monday, December 24,2007 (Christmas Eve) to each full-time employee as follows:40-hour employees shall accrue a total of one-half day for said holiday benefits, and 24-hour shift employees shall accrue a total of 6 hours, and Regular part-time employees' paid holiday This Resolution shall be applicable only to calendar year 2007; and Notwithstanding public safety and other emergency call-out services, City facilities will be closed at the end of the business day on Friday, December 21, 2007 through Tuesday, January 1, 2008. The City will return to full service on Wednesday, January 2,2008; and The City's public libraries' operating hours will also be reduced as follows:regular operating hours will be held on Friday, December 21 and Saturday,December 22; all Library facilities will be closed on Monday, December 24 and Tuesday, December 25; only the Main Library will be open Wednesday, December 26, Thursday, December 27, and Friday, December 28 from 10:00 a.m. to 6:00 p.m.; all library facilities will be closed on Saturday, December 29, 2007 through Tuesday, January 1, 2008, and will reopen to regular hours effective Wednesday, January 2,2008; and City employees will be required to utilize their own accrued paid leave hours (i.e., vacation, compensatory time, holiday compensatory time,administrative leave, TRP leave, and/or floating holiday) to cover the holiday closures on Wednesday, December 26, 2007, Thursday, December 27,2007, and Monday, December 31, 2007;BE IT FURTHER RESOLVED that those members of the Police and Fire Departments described in Resolution Nos. 9999 (City of Orange Police Association),10000 (City of Orange Police Management Association), and 10007 (Orange City Fire Fighters, Local 2384), respectively shall receive an additional one-half day of holiday leave which can be utilized by such personnel upon approval of appropriate Police and Fire supervIsors.ADOPTED this 27 th day of November, 2007.
