A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE ESTABLISHING A CITYWIDE
RESIDENTIAL FEE WAIVER PROGRAM FOR
BUILDING PLAN CHECK AND BUILDING
PERMITS
WHEREAS, the City Council has requested that staff develop a program to enhance
residential neighborhoods through fee waivers of building plan check and permit fees
throughout the City; and
WHEREAS, the City of Orange Community Development staff is now prepared to
administer the program requested by City Council and named said program "On-
the-House-
Permits"; and WHEREAS, this building plan check and building permit fee waiver
program enables the owners of residences in the City, i.e., single family dwellings, town
homes and condominiums built prior to January of 2000, to submit their improvement plans to the
City of Orange Community Development Department for review and approval without
paying building plan check review and inspection fees only for a limited period of
time; and WHEREAS, this comprehensive residential improvement and building
permit fee waiver program will be offered in two
phases; and WHEREAS, the first phase will be for a period of nine (9) weeks, from
September 10 through November 09, 2007, and focus on upgrading qualified residential
projects throughout the City of
Orange; and WHEREAS, the second phase of the program will be for a period of seven (
7) weeks,from March 31 through May 15, 2008, and focus on Old Towne residential
projects that require Design Review Committee (DRC)
approval; and WHEREAS, Orange Municipal Code Section 15.04.020 authorizes the City
Council to establish fees related to building activity
by resolution.NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of Orange
as follows:I. The foregoing recitals are true
and correct.2. That the City Council accepts and adopts the residential fee waiver
program in the form presented at the meeting at which this Resolution
is adopted.3. The fee waiver program will be offered in two phases. The first phase
will be September 10 through November 09, 2007, and focus on
citywide. The second phase will be March 31 through May 15,2008, and focus
on Old Towne residential projects that require Design Review Committee
DRC) approval.
4. The fee waiver program is only offered during the timeframes stated herein.
Thereafter, all building plan check and permit fees are applicable.
