A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO CORPORAL GLEN WAIPA OF THE ORANGE
POLICE DEPARTMENT AND COMMENDING HIM
FOR 26 YEARS OF DEDICATED SERVICE.
WHEREAS, Glen Waipa began his law enforcement career with the Buena Park
Police Department as a reserve from 1979 -1981. On February 13, 1981 Glen was
appointed to the Orange Police Department and graduated from the Golden West Police
Academy on June 5, 1981; and
WHEREAS, in July 1983 Glen was promoted to Motor Officer; and in July 1986
Glen was promoted to K-9 handler. During his career, Glen had three K.9's, Sabor,
Cliff and Marco. Glen wrote and designed the policy and procedure for K-
9 narcotic detection, K-9 bite report, the monthly activity report as well as the
budget process for the
K-9 program; and WHEREAS, Glen was involved in drafting the Policy and
Procedure for the new Crime Scene Incident report form and teaching Police Service
Officer's procedure and evidence collection at crime scenes. He was involved in the S.E.
R.T. Team, (later renamed S.W.A.T.) and the Field Training Officer Program.
From 1987 through 1990 Glen received 33 positive log items that described his
teamwork, superior crime scene investigation, professional manner, good arrest
observations and
investigative follow-through; and WHEREAS, from May 1991 through January 1997 Glen
was assigned to the Investigation Division where he worked property crimes, auto theft
cases and gang cases.Glen received seven positive supervisory log items.
These included assisting with security at the 1992 Norman Schwarzkoph visit to Chapman University and
S.W.A.T.assistance during the
L.A. riots; and WHEREAS, in 1997 Glen was assigned as the
Department's Training Manager.He had the responsibility of overseeing the grants, coordinating
the training for officers and department employees and assisting with background
investigations. He handled 14 grants over two budget years. During an annual audit, the
auditor commended Glen for the organization of the materials and as a result, the auditor
requested permission to use the OPD format as a template
for other agencies; and WHEREAS, Glen graduated from the Commission on
Peace Officer's Standards and Training as Master Instructor in Police Canine Training and
Use of Deployment on March 26,1999. In 1999, he was assigned as the School Resource
Officer in the Gang Unit; transferring back to Patrol in 2001, and on November 16,
2003
WHEREAS, Glen served as an Explorer Advisor for the Orange Police Explorer
Post #266 from 1997 to 2007. He was part of the police academy staff at Golden West
College for 15 years. Once retired, Glen plans to teach science and math at Golden West
and Rancho Santiago Community Colleges.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of
Orange hereby extends sincere gratitude to Corporal Glen Waipa for his service to the
citizens of the Orange community, and best wishes for a long, happy and healthy
retirement with his wife Kim, daughter Samantha and dog Kalido.
