A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE ADOPTING THE
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR
2007-
08 WHEREAS, the voters of California on November 6, 1979, added Article XIIIB
to the State Constitution placing various limitations on the appropriations of the state
and local governments;
and WHEREAS, Article XIIIB was amended by Proposition 111 and SB88 to provide
for the calculation of the appropriations limit for Fiscal Years beginning with 1990-
91 using,at the City's election, the City's own population growth or the population growth
of the County, and the growth in California per capita income or the growth
in non-residential assessed valuation due
to new construction.WHEREAS, data necessary to calculate the growth in
the non-residential assessed value was not available from the County Assessor and the City may
need to adjust the limit on appropriations once
the data is available.WHEREAS, the information and the elections made as set
forth above are necessary for making these adjustments and are attached
as Exhibit A; and WHEREAS, the City of Orange, to the best of its knowledge,
has complied with all the provisions of Article XIIIB in determining the appropriation
limit
for Fiscal Year 2007-08.NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Orange that the Appropriations Limit in Fiscal Year 2007-08
shall be $121,843,236 and the City's appropriations subject
to limitation are $81,124,366.ADOPTED
