A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO GAIL T. FARBER, PUBLIC WORKS DIRECTOR
AND COMMENDING HER FOR HER THREE
YEARS DEDICATED SERVICE.
WHEREAS, Gail Farber began her career in the City of Orange on September 19,
2005 as the Public Works Director; and
WHEREAS, Gail became a member of the City's Executive Team bringing new
ideas and a fresh approach to the Public Works succession planning by providing
opportunities for key Managers to develop their careers; and
WHEREAS, during Gail's tenure, her role as Chair of the Graffiti Abatement
Committee brought all departments together, resulting in a significant decrease in graffiti
throughout the City and;
WHEREAS, Gail's leadership and her department's involvement become an
important component in the Mayor's Neighborhood Enhancement Pilot Program (NEPP)
success; and
WHEREAS, Gail played a major role in ensuring that the City of Orange's interests
were resolved during the construction of SR 22 widening; and
WHEREAS, Gail's focus on Asset Management has enabled the City's Pavement
Management Plan to eliminate all deferred pavement repair, saving approximately $1 million
per year in annual pavement repair costs; and
WHEREAS, Gail's sense of department comradere embraced new traditions
including the Orange Public Works Christmas Song and adoption of "Bob the Bobcat" as the
Public Works mascot.
NOW, THEREFORE, the City Council of the City of Orange, on the occasion of
Gail accepting the position of Public Works Director for the County of Los Angeles,
expresses our gratitude to Gail T. Farber for her three years of dedicated service to the City
of Orange and wish her success in her new endeavor.
