A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2008
CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, in the calendar year 2008, the holidays of Christmas and New Year's
Day fall on Thursdays and are currently provided to City employees as paid holidays; and,
WHEREAS, in accordance with current Resolutions and Memoranda of
Understanding between the City of Orange and all recognized employee organizations,
including Top Management employees, exclusive of the City of Orange Police and Police
Management Associations, and the Orange City Firefighters, Local 2384, City employees are
entitled to one-half (12) day of paid holiday leave on Christmas Eve (December 24,
2008);
and WHEREAS, all benefited, full-time City employees are provided with one
day of paid holiday leave on Christmas Day (December 25, 2008), and one day of
paid holiday leave on New Year's Day (January 1,
2009); and WHEREAS, the City Council wishes to express its sincere appreciation
to City employees for their dedicated service to the City and its citizens throughout the
year; and WHEREAS, the City Council recognizes the value of time spent with
families during the holiday
season; and WHEREAS, City services, except public safety, are closed for one-
half day on Wednesday, December 24, 2008 (Christmas Eve), and full days on
Thursday, December 25,2008 (Christmas Day), Friday, December 26, 2008 (regular closed
Friday), and Thursday,January 1,2009 (New Year'
s Day); and WHEREAS, the City Council wishes to effectively
accommodate time-off requests by City
employees during the holidays NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Orange does
hereby grant the following:An additional one-half (Yz) day of
paid holiday leave on Wednesday,December 31,2008 (New Year's Eve) to
each full-time employee as follows:40-hour employees shall accrue a
total of
one-half day for said holiday benefits, and 24-hour shift
employees shall accrue a total of 6 hours, and
Regular part-time employees' paid holiday
This Resolution shall be applicable only to calendar year 2008; and
Notwithstanding public safety and other emergency call-out services,
City facilities will be closed at 12:00 p.m. (noon) on Wednesday, December
24,2008 through Sunday, January 4,2009. The City will return to full service
on Monday, January 5, 2009;
and The City's public libraries' operating hours will also be closing
effective 12:00 p.m. on Wednesday, December 24, 2008, and will reopen to
regular operating hours effective Monday, January 5, 2009;
and City employees will be required to utilize their own accrued paid leave
hours i.e., vacation, compensatory time, holiday compensatory time,
administrative leave, TRP, and/or floating holiday) to cover the holiday closures on
Monday,December 29, Tuesday, December 30, one-half day on
Wednesday, December 31, and Friday January
2,2009.BE IT FURTHER RESOLVED that those members of the Police
and Fire Departments described in Resolution Nos. 9999 (City of Orange Police
Association), 10000 City of Orange Police Management Association), and 10007 (Orange City
Fire Fighters,Local 2384), respectively shall receive an additional one-half day of holiday
leave which can be utilized by such personnel upon approval of appropriate Police
and Fire supervisors.ADOPTED this 25th day
