RES-10247 Approval and Implementation of Enhanced Residential Household Hazardous Waste Collection ProgramRESOLUTION NO. 10247 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF ORANGE INTEGRATED WASTE MANAGEMENT DEPARTMENT FOR THE IMPLEMENTATION OF AN ENHANCED RESIDENTIAL HOUSEHOLD HAZARDOUS WASTE COLLECTION PROGRAM. WHEREAS, the County of Orange has established the Regional Recycling and Waste Diversion Grant Program; and WHEREAS, the City of Orange (City), has been allocated $40,000 by the IWMD for the implementation of recycling and waste diversion programs or activities; and WHEREAS, the City agrees to use these funds for new or significantly expanded programs or activities to enhance recycling efforts and divert materials from Orange County landfills and agrees to all of the stated terms and conditions outlined in the Regional Recycling and Waste Diversion Grant Program documents; and WHEREAS, Household Hazardous Waste (HHW) is generally defined as items such as cleaning solvents, paints, pesticides, televisions, computer monitors and processing units, toasters, blenders and other small appliances disposed of by residential consumers. These wastes may also contain substances that can catch fire, react with other chemicals, explode, or are corrosive or toxic; and WHEREAS, it is the City's intention to partner with one or more private companies to provide a pilot enhanced HHW collection program for Orange residents. NOW, THERFORE BE IT RESOLVED, that the City Council of the City of Orange hereby: 1) Recognizes the opportunity the County of Orange has provided through this grant program and commends the County for it regional leadership in solid waste management and recycling and waste diversion activities throughout Orange County. 2) Appoints the Public Works Director or their designee as agent to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the Project.
