A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE STRONGLY SUPPORTING
OPTION A - CURRENT SPHERE BOUNDARIES FOR
THE ORANGE/TUSTIN SPHERE OF INFLUENCE.
WHEREAS,
the Local Agency Formation Commission (LAFCO) establishes Sphere of
Influences (SOl) to identify the future boundaries and service areas for cities and special districts;
and WHEREAS,
LAFCO when analyzing SOl boundaries may consider factors such as topography,
existing development, major or minor roads as boundaries, street tract boundaries,
property lines, natural boundaries, communities of interest, and the logical and orderly
development of areas within the sphere; and WHEREAS,
the current Tustin/Orange SOl has been in place for several decades and
the City of Orange has planned for this area. As far back as 1975, the City of Orange has included
this area in its General Plan and has considered it a part of its planning area; and WHEREAS,
the Orange City Council understands that the cun'ent SOl line, adopted in
November 2007, was the result of a joint effort on behalf of staffs from both the City of Orange
and the City of Tustin and follows a combination of streets and tract boundaries, and property
lines; and WHEREAS,
the LAFCO 2005 Orange Municipal Service Review acknowledges financial
constraints are a concern, and making changes without exploring these areas would not
be good planning that promotes logical and orderly growth; and WHEREAS,
the Orange City Council strongly believes that making drastic SOl decisions
without full fiscal and service delivery information can have a direct negative impact
on future land use decisions, and those reports and discussion are a vital tool required for
future annexation discussions; and WHEREAS,
the Orange City Council has reviewed the four proposed SOl options being
considered by LAFCO at their June 17,2009 Commission meeting and are as follows:Option
A - the currentSOl line Option B -
A SOl line following larger roads Option C - A
SOl line followingsmaller roads Options D - A SOl
line following amodified school district boundaries
WHEREAS, the Orange City Council strongly supports Option A which is the
LAFCO approved and adopted 2007 Tustin/Orange SOL This option is the only viable option
based on LAFCO's inability to provide a financial report detailing the fiscal impact as well
as future land use implications on the other options;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange, hereby requests that LAFCO adopt Option A - the current sphere line; for the area between
the City of Tustin and City of Orange.ADOPTED
